RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AMENDING THE FIVE-YEAR CAPITAL IMPROVEMENT PLAN,
APPROVING A BUDGET TRANSFER, IN THE AMOUNT OF $311,000,
FROM THE GENERAL LIABILITY SELF-INSURANCE FUND TO THE
GENERAL FUND AND REALLOCATING TWO APPROPRIATIONS
FROM THE GENERAL FUND: 1) IN THE AMOUNT OF $186,000, TO
THE HMGP RUGGIERI SENIOR CENTER GENERATOR, CITY
PROJECT NO. 18-17; AND, 2) IN THE AMOUNT OF $125,000, TO THE LIBRARY ROOF MODERNIZATION, CITY PROJECT NO. 26-21
WHEREAS, on June 24, 2025, the Five-Year Capital Improvement Plan for Fiscal Years 2025-2026 to 2029-2030 was approved with the adoption of Resolution No. 2025-086, forecasting certain amounts of impact fee revenues that were based on available data of upcoming development within the City; and WHEREAS, the plan relied on projected development impact fee revenues based on anticipated construction activity; however, the construction activities have been delayed due to unforeseen adverse economic disruptions and uncertainties, therefore adversely impacting the associated development impact fees, creating a funding gap in the Capital Facilities Improvement Development Impact Fee Fund (Fund 411), which supports several projects scheduled for FY 2026-27; and WHEREAS, one priority City project that has been affected by the budget shortfall is the Hazard Mitigation Grant Program (HMGP) Ruggieri Senior Center Generator, City Project No. 18-17; and
WHEREAS, the Union City/Newark Multi-Jurisdiction Hazard Mitigation Plan identifies the Ruggieri Senior Center as a critical facility, and the City’s Emergency Operations Center (EOC); however, its existing gas-powered generator is insufficient for emergency operations, unable to power the entire facility and at risk of becoming inoperable if the gas supply is shut down during emergencies; and WHEREAS, the total cost of this project is $651,000, budgeted with $279,000 of Federal Emergency Management Agency (FEMA) HMGP monies in the Capital Projects Fund (Fund 410), $186,000 in Capital Facilities Improvement DIF Fund (Fund 411), and the balance of $186,000 to be funded with Capital Facilities Improvements Fund monies via transfer from the General Liability Self-Insurance Fund (Fund 614); and WHEREAS, another priority project affected by the budget shortfall is the Library Roof Modernization, City Project No. 26-21; and
WHEREAS, the library roof has reached the end of its useful life and full replacement is now required at a cost of $250,000, budgeted with $125,000 in Capital Facilities Improvement DIF Fund (Fund 411) monies and $125,000 of General Fund (Fund 110) monies via transfer from General Liability Self-Insurance Fund (Fund 614); and
WHEREAS, a budget transfer, in the amount of $311,000, from the General Liability Self-Insurance Fund (Fund 614) to the General Fund (Fund 110) and a Resolution No. 2026-XXX
Amend the FY25-26 to 29-30 CIP and Approve Budget Transfer
reallocation of appropriation of the General Fund (Fund 110) is necessary to fund these two projects essential to ensuring Union City residents have access to essential community services and critical safety infrastructure.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves a budget transfer, in the amount of $311,000, from the General Liability Self-Insurance Fund (Fund 614) to the General Fund (Fund 110); and BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes a reallocation of appropriation, in the amount of $186,000, in the General Fund (Fund 110) to the HMGP Ruggieri Senior Center Generator, City Project No. 18-17 (Account Number 110-91817-57125); and
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes a reallocation of appropriation, in the amount of $125,000, in the General Fund (Fund 110) to the Library Roof Modernization, City Project No. 26-21 (Account Number 110-92621-57125); and
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby amends the Five-Year Capital Improvement Plan for Fiscal Years 2025-2026 to 2029-2030, by rebalancing the General Fund.
