Staff Report
Agenda Item No. 4.6
DATE: June 23, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving the Newly Established Classification of Environmental Programs Technician, Updating the Classification and Compensation Plan to Include the Classification of
Environmental Programs Technician, Approving a Side Letter, and Approving an Amendment to the Salary Schedule

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving the newly established classification of Environmental Programs Technician, updating the Classification and Compensation Plan to include the classification, approving a side letter, and approving an amendment to the salary schedule.

STRATEGIC PLAN ALIGNMENT
The program supports Goal B. Governance and Organization Effectiveness of the strategic plan in aligning critical city services with current staffing levels.

BACKGROUND
Historically, there have been two Environmental Programs Inspectors in the Environmental Programs Division. Only one of those positions has been filled in recent years. In the Biennial Budget for FY 2025-2026 and FY 2026-2027, the two inspector positions were replaced with a Senior Environmental Programs Inspector position and a junior-level Environmental Programs Technician position. There was no fiscal impact to the general fund with this adjustment.

DISCUSSION
The proposed classification specification establishes the new Environmental Programs Technician classification to align with the needs of the Economic and Community Development Department, define the necessary experience and skills expected for the role, and support the programs and services administered in the Environment Programs Division.

Agenda Item No. 4.6
City Council Staff Report Page 2 of 2 June 23, 2026
This classification was cultivated in collaboration between the Human Resources Department and the Economic and Community Development Department leadership.

The salary for this position was reviewed in light of both external market comparisons and the position’s internal relationship to the job series and division structure. The City met in good faith with SEIU and has established both the classification specification and the salary determination as follows:

Class Code Classification Title Step
1 Step
2 Step
3 Step
4 Step
5 4054 Environmental Programs
Technician 8,247 8,647 9,069 9,511 9,975

FISCAL IMPACT
There is no fiscal impact as funding for this new position was included in the FY 2025- 2026 & FY 2026-2027 Adopted Biennial Budget.

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution to approve the newly established classification of Environmental Programs Technician, update the classification and compensation plan to include the Environmental Programs Technician classification, approve a side letter, and approve an amendment to the salary schedule.
