EXECUTIVE SUMMARY

STRATEGIC PLAN ALIGNMENT

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
On February 27, 2024, the City Council adopted Resolution No. 6261-24, awarding a construction contract to Bay Cities Paving & Grading, Inc for the Union City Boulevard Bike Lanes Project, City Project No. 17-29. The groundbreaking ceremony for the project was celebrated on June 28, 2024, and construction began in March 2024.

and other improvements on Union City Boulevard with a ribbon-cutting ceremony, during which the community enjoyed activities, exhibits, and food.

On December 9, 2025, the City Council adopted Resolution No. 2025-162, certifying completion of the baseline construction for the Union City Boulevard Bike Lanes Project, City Project No. 17-29.

DISCUSSION
The Ponderosa Landing 2 Homeowner Association (HOA) had planned to enhance the medians on Union City Boulevard at the intersections of Regents Boulevard and Alvarado Boulevard to improve the appearance of the community's entrances. However, the HOA construction did not move forward due to high costs associated with the scope of work, bonding requirements, and necessary permitting.

During construction of the Union City Boulevard Bike Lanes Project, the HOA contacted City staff about installing cobblestone median paving along Union City Boulevard. The HOA asked whether the medians at the intersections at Regents Boulevard and Alvarado Boulevard, west of Union City Boulevard, were included in the project scope. Staff confirmed that these locations were not part of the project. The HOA then inquired whether the City would consider installing cobblestone paving at these medians if the HOA provided a financial contribution toward the work.

Given the HOA’s contribution, the consistency in appearance, and the reduced maintenance for the City, staff supports proceeding with the installation of cobblestone paving at these locations. Staff has requested a cost proposal from Bay Cities Paving & Grading, Inc. (see attached Exhibit A). The HOA was invoiced for the amount and submitted a check in the same amount (Exhibit B).

Staff also requests that the City Council recognize the HOA for their generous contribution toward the beautification of the community at a future meeting once the project is complete.

FISCAL IMPACT
The Ponderosa Landing 2 Homeowner Association will pay the full cost of the project.

The accepted funds will be received by and expended out of the SB 1 Road Maintenance & Rehabilitation Fund (Fund 251). The project account number is 251-91729-57128.

There is no fiscal impact to the General Fund.
