STRATEGIC PLAN ALIGNMENT
This item aligns with Goal C (Economic Community Development & Public Safety).
Strategy 16: Create a plan for leveraging social service resources in Union City and the County to make efficient use of limited resources.
BACKGROUND
On July 1, 2024, the City of Union City was awarded a two-year grant contract in the amount of $557,601 from the Alameda County Probation Department to provide Delinquency Prevention Network (DPN) Services for a Youth Service Center by the Union City Youth & Family Services (YFS) Division. The current DPN-YSC grant expires on June 30, 2026. In addition, the DPN has been rebranded as the Resource Connection Network (RCN). The City, via YFS, has been awarded a one-year grant contract extension in the amount of $293,720, beginning July 1, 2026. This is the First Amendment to the Standard Services Agreement for the Master Contract No. 902171 from Alameda County Resource Connection Network, Youth Services Center Grant Fund, augmenting the original contract amount by $293,720, from $557,601 to $851,321.

DISCUSSION
This First Amendment will allow the City to continue to receive support to the City’s Youth and Family Services (YFS) Division to provide services that are based on a familystrengths approach to stabilize the Union City youth and their families, as well as reduce at-risk behavior by providing interventions that are immediate, culturally aware and sensitive, gender-responsive, and evidence-based. The First Amendment is effective July 1, 2026 through June 30, 2027.
FISCAL IMPACT
There is no fiscal impact to the City’s General Fund. The YSC grant funding of $293,720 will be used to support Youth and Family Services staff costs and program supplies that are used in providing services to eligible participants.
The Fiscal Year 2026-2027 Youth Violence Prevention & Intervention Fund revenue and expenditure budgets will need to be amended to reflect the following:
• Change the title of the revenue and expenditure budgets from Youth Violence Prevention & Intervention Fund – DPN-YSC 2024-2026 – Miscellaneous County Grants to RCN-YSC Fund 2026-2027 Grant
• An increase to the revenue projection in Account Number 2440-51033-44502 (Youth Violence Prevention & Intervention Fund – DPN-YSC 2024-2026 – Miscellaneous County Grants) by $293,720 in Fiscal Year 2026-2027.
Funding will be appropriated into the Youth and Family Services budget and utilized in accordance with grant requirements.
RECOMMENDATION
Adopt a Resolution authorizing the City Manager to execute a First Amendment to the Standard Services Agreement from Alameda County Resource Connection Network, Youth Services Center (YSC) Grant Fund in the amount of $293,720, and authorize the City Manager to execute the necessary documents to receive the grant from Alameda County.
