RESOLUTION NO. 2026-XXX
ADOPT A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE THE FIRST AMENDMENT TO THE STANDARD SERVICES
AGREEMENT FOR MASTER CONTRACT NO. 902171 FROM ALAMEDA
COUNTY RESOURCES CONNECTION NETWORK, YOUTH SERVICES
CENTER GRANT FUND TO YOUTH AND FAMILY SERVICES TO
EXTEND YOUTH SERVICES AND INCREASE FUND ALLOCATION IN
THE AMOUNT OF $293,720, FOR FISCAL YEAR 2026-2027
WHEREAS, the City of Union City, Community and Recreation Services Department, Youth and Family Services was originally contracted by Alameda County Resource Connection Network (RCN) Youth Service Center (YSC), Standard Services Agreement Master Contract No. 902171, from July 1, 2024 – June 30, 2026, in the amount of $557,601 to provide support services and resources to probation-involved and atpromise youth and their families; and WHEREAS, the City, via the Youth and Family Services Division, has been awarded a one-year contract extension and additional funding amount of $293,720 as the Region #10 Youth Service Center provider serving youth and families from Union City; and
WHEREAS, the term of the First Amendment Agreement is July 1, 2026 through June 30, 2027; and
WHEREAS, this First Amendment will continue to provide support to the Youth and Family Services (YFS) Division for services that are based on a family-strengths approach to stabilize the youth and their family, as well as reduce at-risk behavior by providing interventions that are immediate, culturally aware and sensitive, gender-responsive, and evidence-based.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Union City hereby authorizes the City Manager to execute the First Amendment to the Standard Services Agreement Master Contract No. 902171 with Alameda County, in the additional amount of $293,720 and all further amendments to provide resource connection services to youth and families from Union City; and
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby amends the Fiscal Year 2026-2027, formerly Youth Violence Prevention & Intervention Fund, to Youth Service Center Grant, revenue budget by increasing the revenue projection in Account Number 2440-51033-44502, formerly titled Youth Violence Prevention & Intervention Fund – DPN-YSC 2024-2026 – Miscellaneous County Grants, to new title RCN-YSC Fund 2026-2027 Grant by $293,720; and BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby authorizes an appropriation of $293,720 to the Resource Connection Network (RCN) Youth Service Center (YSC) Grant Fund.
