RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
APPROVING THE NEWLY ESTABLISHED CLASSIFICATION OF
ENVIRONMENTAL PROGRAMS TECHNICIAN, UPDATING THE
CLASSIFICATION AND COMPENSATION PLAN TO INCLUDE THE
CLASSIFICATION OF ENVIRONMENTAL PROGRAMS TECHNICIAN,
APPROVING A SIDE LETTER AND APPROVING AN AMENDMENT TO
THE SALARY SCHEDULE IN CONFORMANCE WITH CALIFORNIA
CODE OF REGULATIONS, TITLE 2, SECTION 570.5
WHEREAS, the City has undertaken an inquiry and recommends that the City Council approve the newly established classification of Environmental Programs Technician; and
WHEREAS, City staff has undertaken an analysis of necessary updates to the classification and compensation plan to establish the class specification for the classification of Environmental Programs Technician; and WHEREAS, the City Council has identified in the Strategic Plan Goal B, Governance and Organization Effectiveness, to align critical city services with current staffing levels by ensuring the accuracy and clarity for the classification of Environmental Programs Technician; and
WHEREAS, the City has met and conferred with Service Employees’ International Union (SEIU) Local 1021 and recognizes the classification of Environmental Programs Technician as a classification within SEIU; and
WHEREAS, a revision to the Salary Schedule is required.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby approves the establishment of the classification of Environmental Programs Technician, attached hereto and incorporated herein by reference, effective June 23, 2026; and
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager to execute a side letter to the Memorandum of Understanding with SEIU to provide that the Environmental Programs Technician is a recognized position with SEIU; and BE IT FURTHER RESOLVED that the City Council authorizes a revision to the salary schedule and classification and compensation plan to provide the following compensation for the Environmental Programs Technician classification:

Establishing Environmental Programs Technician Classification and Salary Schedule
and;
BE IT FURTHER RESOLVED that the City Council hereby authorizes the City Manager to take such further actions as may be necessary to implement the proposed revisions to the class specification for the classification of Environmental Programs Technician.
