RESOLUTION NO. 2026-XXX
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AMENDING THE CITY'S CONFLICT OF INTEREST CODE PURSUANT
TO ITS 2026 BIENNIAL REVIEW
WHEREAS, the Political Reform Act (Government Code Section 81000 et seq.) requires local agencies to adopt and update conflict of interest codes that designate positions required to file Statements of Economic Interests, Form 700; and WHEREAS, the City of Union City's Conflict of Interest Code incorporates by reference the terms of Title 2 of the California Code of Regulations section 18730, and any amendments duly adopted by the Fair Political Practices Commission, and contains appendices designating officials and employees and establishing disclosure categories; and
WHEREAS, the City Council adopted Resolution No. 6341-24 on August 13, 2024, approving the most recent comprehensive update to the Conflict of Interest Code, and subsequently adopted Resolution No. 2025-023 on February 25, 2025, amending the Code; and
WHEREAS, the City Clerk's Office completed the 2026 biennial review of the Conflict of Interest Code, including review of the current employee allocation and position control information and consultation with department heads; and WHEREAS, based on this review, it is necessary to amend the Conflict of Interest Code to add positions, remove obsolete or non-covered position references, correct and clarify position titles, separate combined classifications, and revise disclosure categories as set forth in Exhibit A.
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Union City hereby amends the Conflict of Interest Code as follows:
1. The City of Union City Conflict of Interest Code is amended as set forth in Exhibit A, attached hereto and incorporated herein by this reference;
2. Exhibit A is hereby adopted as the amended Conflict of Interest Code of the City of Union City;
3. The City Clerk is authorized to take all actions necessary to implement the amended Conflict of Interest Code, including updating filing administration records and notifying designated filers as appropriate.
