STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal C, Strategy 8: Prioritize and expedite major land use applications.
BACKGROUND
The Station East project is located on approximately 26.5 acres bounded by Decoto Road, 7th Street, Bradford Way, and the Union Pacific Railroad (UPRR) Niles Subdivision tracks. The project is within the Station District Specific Plan, adopted in October 2022.
On June 8, 2021, the City Council adopted Resolution No. 5777-21, approving Tentative Tract Map No. 8251 (TTM-20-001) for a mixed-use development comprising residential, commercial, park, and public infrastructure improvements.
Subsequently, on April 25, 2023, and July 23, 2024, the City Council adopted Resolution Nos. 6114-23 and 6338-24, respectively, amending the Tentative Tract Map. The amendments reduced the overall development from 974 to 811 multi-family residential units, modified the commercial square footage, and revised portions of the street network while maintaining the overall vision for the Station East development.

The current Phase 1 development includes the construction of 386 multi-family residential units. Approval of the Final Map is the next step in implementing the previously approved Tentative Tract Map.
DISCUSSION
The Final Map for Tract 8251 subdivides the property into thirty-three (33) numbered lots and twenty-seven (27) lettered lots and dedicates the necessary public rights-of-way and public easements required to serve the development. Upon recordation, the Final Map will establish the legal parcels necessary for development consistent with the approved Tentative Tract Map.
The City Engineer has reviewed the Final Map and supporting documents and determined that the map substantially conforms to the approved Tentative Tract Map 8251, complies with the California Subdivision Map Act and the City's Subdivision Ordinance, and that all conditions required prior to Final Map approval have been satisfied.
To guarantee completion of the required public improvements, Lennar Homes of California, LLC has executed nine (9) Subdivision Improvement Agreements and provided Performance Bonds totaling $21,699,000 to secure their completion, along with Labor and Material Bonds totaling $21,699,000.
Accordingly, staff recommends approval of the Final Map and Subdivision Improvement Agreements. Following City Council approval, the Final Map may be recorded once all remaining administrative requirements are satisfied, after which the City Engineer may authorize construction-related permits in accordance with the approved plans and applicable City requirements.
