SUBJECT: Adopt a Resolution Approving the Award of a Construction Contract to Five Brothers Absolute, in the Amount of $166,900, and Approving a Total Construction Budget in the Amount of $200,280, for Library Roof Modernization, City Project No. 26-21
EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution approving the award of a construction contract to Five Brothers Absolute in the amount of $166,900 and approving a total construction budget of $200,280 for Library Roof Modernization, City Project No. 26-21.
STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following City Council priority:
Goal D: Environmental Sustainability and Infrastructure Strategy 2: Implement the City’s capital improvement plan.
BACKGROUND
On April 12, 2022, the City Council adopted Resolution No. 5922-22, authorizing the use of budget surplus funds for emergency repairs to the Union City Library. These repairs addressed water damage to the roof and interior but were explicitly understood to be temporary, extending the roof’s life for only a few more serviceable years. More than three years later, the roof has reached the end of its useful life. There have been multiple leaks at various locations under this lower section, and with the roof warranty expired, the new roof is overdue. Library Roof Modernization, City Project No. 26-21 (not previously listed in the Five-Year CIP), is deemed necessary to complete before the rainy season. Library Roof Modernization involves adding a new roofing membrane over the existing built-up system on the lower section of the existing roof.
Prior to seeking bids, the City Council adopted Resolution No. 2026-081 amending the Five-Year Capital Improvement Plan to include the Library Roof Modernization project.
The resolution also identified funding through a budget transfer from the General Liability Agenda Item No. 5.5

Self-Insurance Fund to the General Fund and the use of the Capital Facilities Improvement DIF Funds.
DISCUSSION
On June 4, 2026, the project was advertised for an informal bid on the City’s website, with the active builder exchanges listed in the California Uniform Construction Cost Accounting Commission’s Cost Accounting Policies and Procedures Manual 2019 Edition. Nine bids were received electronically on June 30, 2026, at 2:00 p.m. (see Exhibit A).
Five Brothers Absolute, of Fresno, California, submitted the lowest responsible bid of $122,900. The bid is approximately 38% below the Engineer’s Estimate of $199,000.
The recommended project budget for construction is as follows:

*Staff proposes a 20% contingency of the total construction contract amount to cover any additional repairs that are identified from the Add Alt A3 roof leak investigation.
Construction of this project is anticipated to begin on July 28, 2026, and to be completed by September 10, 2026.
FISCAL IMPACT
Library Roof Modernization, City Project No. 26-21, in the amount of $200,280, will be funded with $125,000 in General Fund monies (Account Number 110-92621-57125) and $75,280 in Capital Facilities Fund monies (Account 411-92621-57125).
RECOMMENDATION
Staff recommends that the City Council adopt a Resolution:
1. Approving the award of a construction contract to the low bidder, Five Brothers Absolute, in the amount of $166,900, for Library Roof Modernization, City Project No. 26-21; and
2. Approving a total construction budget, including contingency, in the amount of $200,280.
