A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
APPROVING A FIVE-YEAR SOFTWARE AS A SERVICE AGREEMENT
WITH CENTRALSQUARE TECHNOLOGIES FOR THE COMMUNITY
DEVELOPMENT AND eTRAKiT ONLINE PERMITTING SYSTEM, FOR A TOTAL COST OF $431,788.50 FOR THE ONE-TIME IMPLEMENTATION
AND RECURRING ANNUAL SUBSCRIPTION, AUTHORIZES THE CITY
MANAGER TO EXECUTE THE PURCHASE AGREEMENT, AND
APPROVES CARRYING FORWARD AND INCREASING THE FY2026-
2027 BUDGET BY $140,000 FOR THIS PROJECT
WHEREAS, the City currently uses Tyler Eden Permitting as its permitting platform, originally procured in 2008; and
WHEREAS, Tyler Eden Permitting is approaching end-of-life and no longer meets the City’s operational needs for online applications, mobile inspections, automated workflows, system integrations, and modern customer service expectations; and WHEREAS, City staff conducted a comprehensive evaluation process that included multiple vendor proposals, detailed demonstrations, and reference checks with peer agencies, leading to the selection of CentralSquare Technologies and its Community Development and eTRAKiT online permitting system; and
WHEREAS, the CentralSquare Community Development suite provides modern, cloud-based permitting, planning, inspections, licensing, and code enforcement functionality, along with the fully integrated eTRAKiT public portal; and WHEREAS, the proposed Software as a Service (SaaS) Agreement includes a one-time implementation cost of $60,538.50 and a recurring annual subscription cost of $74,250.00 for a five-year term; and
WHEREAS, the City utilized a Cooperative Purchasing Agreement (NPPGov) to obtain competitively bid pricing consistent with State procurement requirements; and WHEREAS, the adopted FY2025-2026 Budget included $260,000 for this project; however, the estimated cost is now $13,788.50 for the first year.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Union City hereby approves a five-year Software as a Service Agreement with CentralSquare Technologies for the Community Development and eTRAKiT online permitting system, for a total cost of $431,788.50 for the one-time implementation and recurring annual subscription, authorizes the City Manager to execute the purchase agreement in a form approved by the City Attorney, and approves carrying forward and increasing the FY2026- 2027 budget by $140,000 for this project.
