RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
APPROVING THE AWARD OF A CONSTRUCTION CONTRACT TO FIVE
BROTHERS ABSOLUTE, IN THE AMOUNT OF $166,900, AND
APPROVING A TOTAL CONSTRUCTION BUDGET IN THE AMOUNT OF
$200,280, FOR LIBRARY ROOF MODERNIZATION, CITY PROJECT NO. 26-21
WHEREAS, on April 12, 2022, the City Council adopted Resolution No. 5922-22, authorizing the use of budget surplus funds for emergency repairs to the Union City Library. These repairs addressed water damage to the roof and interior but were explicitly understood to be temporary, extending the roof’s life for only a few more serviceable years; and
WHEREAS, more than three years have passed, and the roof has reached the end of its useful life. There have been multiple leaks at various locations under this lower section, and with the roof warranty expired, the new roof is overdue; and WHEREAS, Library Roof Modernization, City Project No. 26-21 (not previously listed in the Five-Year CIP), is deemed necessary to complete before the rainy season; and
WHEREAS, Library Roof Modernization involves adding a new roofing membrane over the existing built-up system on the lower section of the existing roof; and WHEREAS, on June 4, 2026, the project was advertised for an informal bid on the City’s website, and with the active builder exchanges listed in the California Uniform Construction Cost Accounting Commission’s Cost Accounting Policies and Procedures Manual 2019 Edition; and
WHEREAS, nine bids were received on June 30, 2026, at 2:00 p.m. (see Exhibit A); and
WHEREAS, the apparent low bid of $122,900 was submitted by Five Brothers Absolute of Fresno, California, which is approximately 38% below the Engineer’s Estimate of $199,000; and
WHEREAS, staff recommends awarding the contract with the proposed bid alternates and construction budget as follows:

Award Construction Contract for Library Roof Modernization
WHEREAS, construction of this project is anticipated to begin on July 28, 2026, and to be completed by September 10, 2026; and
WHEREAS, Library Roof Modernization, City Project No. 26-21, in the amount of $200,280, will be funded with $125,000 in General Fund monies (Account Number 110- 92621-57125) and $75,280 in Capital Facilities Fund monies (Account 411-92621- 57125).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby awards the construction contract for Library Roof Modernization, City Project No. 26-21, including the bid alternates identified above, in the amount of $166,900.
BE IT FURTHER RESOLVED that the City Manager is authorized to take all actions necessary to effectuate the intent of this Resolution, including execution of all agreements and documents in a form approved by the City Attorney.
BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby approves a Total Construction Budget, with contingency, in the amount of $200,280, for Library Roof Modernization, City Project No. 26-21.
