DIRECTOR’S DEED:
01-04-ALA-238 PM 5.9X Union City
Disposal Unit #DD 034410-01-01 37.12 acres
Convey to: City of Union City $86,184,000
(Appraisal $86,184,000)
Direct sale. Parcel is being sold to a public agency for public purposes at the appraised value.

The properties comprising the disposal unit were purchased for the SR 84/238 Interchange which was part of the SR 84 Realignment Project. Disposal unit does not meet DGS’ criteria for Executive Orders N-06-19 or N-23-20.

BACKGROUND:

Beginning in the 1960’s and continuing into the 1970’s the Department began acquiring properties for the SR 84 Realignment Project. The SR 84 Realignment Project was rescinded by the Commission in 1980. In 1986, the voters of Alameda County passed Measure B, which provided funding for critical infrastructure transportation projects including the Historic Parkway project on SR 84. The Historic Parkway project proposed an improved link between Interstate I-880 (I-880) and SR 238. Due to local opposition, the Federal Highway Administration did not issue a Record of Decision for the Historic Parkway project. A Memorandum of Understanding was executed in 2007 between the Department, Alameda County Transportation Authority, Union City, and Fremont, which identified projects to replace the Historic Parkway project.

Legislation passed in 2008 created a separate LATIP for SR 84. The Commission approved the LATIP in 2009, providing funding from the sale of excess state-owned properties originally purchased for the SR 84 Realignment Project for projects identified in the LATIP. In 2018 Union City became the sponsor of the Quarry Lakes Parkway, previously known as the East-West Connector identified in the LATIP. Subsequently, Union City approached the Department requesting to purchase the excess land from the SR 84 Realignment Project. The Department and Union City executed a Purchase and Sale Agreement in 2019.

The sale will provide significant funding to projects identified in the LATIP including the Quarry Lakes Parkway, which will serve the public by providing a multi-modal transportation corridor connecting to the Union City Station District BART Station, Class 1 and Class 4 bicycle paths that will provide connectivity to regional parks and trails, affordable housing development, and other community amenities.
