Subject: MRP Support Scope of Services for Fiscal Year 2026-2027 Dear Ms. Cangco:

In response to your request, Larry Walker Associates (LWA) is pleased to submit this proposal for stormwater compliance planning support for the Union City (City) in connection with the National Pollutant Discharge Elimination System (NPDES) Municipal Regional Stormwater Permit (MRP).

LWA is an engineering, science, and regulatory consulting firm that specializes in public agency compliance support for NPDES permits. We have experience working with municipal stormwater permittees in the Bay Area and other regions throughout California, including the Alameda Countywide Clean Water Program. As you know, LWA is active with the Bay Area Municipal Stormwater Collaborative and the California Stormwater Quality Association. Through this involvement and our work with other stormwater Permittees, LWA has an in-depth understanding of the MRP, and we will leverage this knowledge and experience to assist the City in meeting your regulatory requirements.

Elizabeth Yin will serve as LWA’s project manager for this work. Ms. Yin brings over ten years of leadership, regulatory expertise, and program planning and implementation experience in municipal stormwater program management. Through multiple years of MRP Permit negotiations, Ms. Yin has developed a strong understanding of the challenges facing the Region and has successfully supported multiple municipal agencies in addressing them. Ms. Yin will be supported by a team of technical staff and me as the principal in charge.

LWA understands that the City plans to utilize the “pass-through” clause in the contract between the ACCWP and LWA. ACCWP authorizes work through Action Plans on a fiscal year basis, therefore this scope of work addresses the continuation of our work with the City for the fiscal year (FY) 2026-27.

The attached scope is based on our understanding of the compliance planning support that you have identified. The scope is structured to be flexible to assist you in planning for future needs and prioritizing the tasks you would like LWA to assist the City to accomplish. Work would be conducted on a time and materials basis. The budget for this work effort is estimated at a not to exceed value of $120,000 for FY 2026-27 unless authorized by the City and documented in an ACCWP Action Plan.

Please let me know if you have any questions. We look forward to collaborating with you on this project.

Sincerely,
Sandy Mathews, Vice President
