SUBJECT: Adopt a Resolution Amending the 2026 Calendar Year City Council Meeting Schedule to Cancel All Regular Meetings in August 2026
EXECUTIVE SUMMARY
On September 9, 2025, the City Council adopted Resolution No. 2025-124 setting the 2026 City Council meeting schedule. The adopted calendar retained the August 11, 2026 regular meeting and canceled the August 25, 2026 regular meeting. Staff recommends amending the calendar to also cancel the August 11 regular meeting, resulting in no regular City Council meetings during August 2026.
A separate item under City Manager Reports requests the City Council’s consideration of an updated City Council Handbook that includes an annual August legislative recess. This consent item is limited to the independent action necessary to amend the previously adopted 2026 meeting calendar. Special meetings may still be called if time-sensitive matters require City Council action.
STRATEGIC PLAN ALIGNMENT
This item aligns with Goal B: Governance and Organizational Effectiveness of the Strategic Plan by supporting orderly governance, predictable meeting schedules, and clear public notice of City Council meeting dates.
BACKGROUND
Union City Municipal Code section 2.04.010 requires the City Council to set the day and time of its regular meetings by resolution. Regular meetings are generally held at 7:00 p.m. on the second and fourth Tuesdays of each month. Resolution No. 2025-124 established the 2026 calendar and canceled the regular meetings scheduled for August 25 and December 22.
The draft City Council Handbook includes a Legislative Break policy providing for an annual recess encompassing the full month of August unless the City Council determines otherwise by majority vote. Under the draft policy, regular City Council meetings would Agenda Item No. 4.3

be suspended during the recess, while special meetings could be called if urgent matters arise. The handbook is scheduled for separate consideration under City Manager Reports later on the July 28 agenda.
DISCUSSION
The proposed resolution would amend the 2026 calendar by canceling the August 11 regular meeting. Because the August 25 regular meeting is already canceled, adoption would establish a full August recess for the City Council. The next regular meeting would be September 8, 2026.
Approval of this item would independently amend the 2026 calendar and would not depend on the City Council's subsequent action on the handbook. If Council action is required during the recess, a special meeting may be called in accordance with Union City Municipal Code section 2.04.040 and applicable State law. Following adoption, the City Clerk will update the published calendar and related public notices.
FISCAL IMPACT
Adoption of the revised 2026 City Council meeting schedule will have no direct fiscal impact on the City's budget.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution amending the 2026 calendar year City Council meeting schedule to cancel the August 11, 2026 regular meeting, resulting in no regular City Council meetings during August 2026.
