STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal D: Environmental Sustainability and Infrastructure – Create a healthy, sustainable community and maintain and improve the City’s infrastructure.
BACKGROUND
The Safe Streets and Roads for All (SS4A) Program, established under the 2021 Infrastructure Investment and Jobs Act, provides federal funding to support local initiatives that improve roadway safety and reduce roadway fatalities and serious injuries through planning and implementation activities.
Agenda Item No. 4.7
City Council Staff Report Page 2 of 3 July 28, 2026
On July 10, 2023, the City submitted an application requesting approximately $6.6 million in SS4A funding to implement a comprehensive transportation safety program that included: 1) a feasibility study to close the bicycle network gap along Dyer Street; 2) a transit bus-mounted camera demonstration project utilizing artificial intelligence to develop a three-dimensional roadway safety map; and, 3) implementation of roadway, bicycle, pedestrian, traffic signal, and lighting safety improvements along the City's highinjury corridors, including Alvarado-Niles Road, Alvarado Boulevard, Whipple Road, Dyer Street, and Decoto Road. Due to funding limitations, the City was initially awarded approximately $1.2 million for a reduced scope centered on transit safety camera technology and three-dimensional safety mapping.
Following further evaluation, staff determined the awarded scope was not feasible to implement as originally envisioned. Over the past year, City staff worked collaboratively with representatives from the U.S. Department of Transportation and the Federal Highway Administration to develop a revised project scope that better aligns with the City's immediate transportation safety needs and available resources.
The revised grant agreement provides $200,000 in federal funding with a required 25 percent local match of $50,000, for a total project cost of $250,000, to perform a comprehensive safety audit of the Dyer Street corridor and prepare a supplemental update to the City's Local Roadway Safety Plan. The project will evaluate collision history, traffic operations, vehicle speeds, multimodal safety conditions, and develop prioritized safety recommendations for the corridor.
DISCUSSION
The revised SS4A grant will fund a corridor-specific safety study for Dyer Street between Union City Boulevard and Whipple Road. The project includes conducting a Road Safety Audit, collecting current traffic and safety data, evaluating roadway operations, and developing a supplemental chapter to the City's existing Local Roadway Safety Plan. This work will provide the technical foundation necessary to identify future safety improvement projects and strengthen the City's competitiveness for future state and federal transportation grant opportunities.
The City's current Local Roadway Safety Plan was completed on August 10, 2023. The supplemental planning effort will focus specifically on the Dyer Street corridor, one of the City's key transportation corridors, and will provide updated recommendations based on current traffic conditions and safety data.
Following acceptance of the grant, staff intends to initiate a consultant selection process to perform the Road Safety Audit and prepare the Local Roadway Safety Plan supplemental planning document in accordance with federal procurement requirements.
The proposed resolution authorizes the City Manager or designee to execute all necessary grant agreements and take all actions necessary to implement the resolution's intent.
