RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
ADOPTING AN ECONOMIC DEVELOPMENT STRATEGIC PLAN AND
ACCEPTING THE ECONOMIC DEVELOPMENT DIVISION SIX-MONTH
WORK PLAN
WHEREAS, an Economic Development Strategic Plan creates a framework for the City Council, key staff, stakeholders, and the community to establish direction for the City of Union City’s short-term and long-term economic development goals; and WHEREAS, the value of having an Economic Development Strategic Plan is to provide staff and stakeholders with a roadmap by which to direct resources (including staff time) and an understanding of the necessary factors that impact successful economic development outcomes; and
WHEREAS, an Economic Development Strategic Plan has been prepared for Union City, labeled Exhibit A, and attached hereto and made a part hereof; and WHEREAS, the Economic Development Strategic Plan was developed with input from the City Council, investors and business leaders, brokers, economists, consultants, and property and shopping center owners; and
WHEREAS, the Economic Development Strategic Plan is framed around a central Vision statement that broadly emphasizes closing revenue gaps and increasing highpaying jobs; and WHEREAS, on Thursday, March 19, 2026, the Economic Development Advisory Team reviewed and provided input on the draft Economic Development Strategic Plan, which included an overview of the strategic planning process, goals, objectives, and strategies; and
WHEREAS, on June 9, 2026, the City Council held a Study Session to review the draft Economic Development Strategic Plan and provided input on the economic goals and priorities, short-term and long-term actions to support those goals and objectives, and the measurable metrics to track progress; and WHEREAS, on July 28, 2026, the City Council reviewed a staff report, draft Economic Development Strategic Plan, and an Economic Development Division 6- Month Work Program, which implements the Strategic Plan.
NOW THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby find as follows:
1. That adoption of the Economic Development Strategic Plan is not a “project” within the meaning of section 15378 of the State of California Environmental Quality Act (CEQA) Guidelines, because it has no potential for resulting in a direct or reasonably foreseeable indirect physical change in the environment and no additional action under CEQA is required.

BE IT FURTHER RESOLVED that the City Council of the City of Union City hereby adopts the Economic Development Strategic Plan and accepts the Economic Development Division Six-Month Work Plan.
