RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE ACCEPTANCE OF BOARD OF STATE AND
COMMUNITY CORRECTIONS PROPOSITION 64 HEALTH AND
SAFETY GRANT PROGRAM FUNDS IN THE AMOUNT OF $226,252
FOR FISCAL YEARS 2026-2027
WHEREAS, the California Board of State and Community Corrections (BSCC) administers the Proposition 64 Health and Safety Grant Program to support local law enforcement efforts in addressing the public health and safety impacts associated with cannabis legalization; and
WHEREAS, the Union City Police Department applied for funding through the BSCC Proposition 64 Health and Safety Grant Program; and WHEREAS, the City of Union City has been awarded grant funding in the amount of Two Hundred Twenty-Six Thousand Two Hundred Fifty-Two Dollars ($226,252.00) for Fiscal Years 2026–2027; and
WHEREAS, the grant funds will be used to purchase two unmarked investigative vehicles and Longeye AI investigative software to enhance the Police Department's ability to investigate, disrupt, and deter illicit cannabis-related criminal activity, improve investigative efficiency, and strengthen public safety; and WHEREAS, acceptance of these grant funds will provide the Police Department with dedicated investigative resources while requiring no General Fund contribution; and WHEREAS, acceptance of the grant is consistent with the City's Strategic Plan Goal C: Economic, Community Development and Public Safety by supporting forwardthinking public safety strategies that promote community safety and innovation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby:
1. Accepts the Proposition 64 Health and Safety Grant Program award from the California Board of State and Community Corrections in the amount of $226,252.00 for Fiscal Years 2026–2027.
2. Authorizes the City Manager, or designee, to execute all documents and take all actions necessary to accept, administer, and implement the grant in accordance with the terms and conditions of the grant award.
3. Authorizes the City Manager, or designee, to approve any grant-related agreements, amendments, certifications, reports, and other documents necessary to administer the grant, provided such actions are consistent with the approved grant award and do not require additional General Fund appropriations.
4. Directs that the grant funds be appropriated to the Police Department Grants Fund budget for Fiscal Years 2026–2027 and used for eligible grant expenditures, Resolution No. 2026-XXX
