I also encourage the Council to consider presenting key financial indicators in a standardized dashboard format each quarter. Examples might include General Fund reserves, recurring revenue growth, recurring expenditure growth, personnel cost growth, pension obligations, sales tax trends, commercial vacancy rates, and major capital funding status. Presenting the same indicators consistently each quarter would improve transparency while allowing both Council and the public to evaluate longer-term fiscal trends.

Finally, I respectfully suggest distinguishing between one-time financial events and recurring structural conditions. One-time grant awards, settlements, reimbursements, or unexpected revenues can improve a single fiscal year without necessarily improving the City's long-term financial position.

Conversely, recurring expenditure growth may indicate emerging structural issues even when current budgets remain balanced.

The City's Strategic Plan appropriately identifies long-term fiscal sustainability as a central objective.

Quarterly financial reporting provides one of the best opportunities to demonstrate whether the City remains on that trajectory through objective, consistent, and measurable financial analysis.

I appreciate staff's continued work and encourage continued refinement of these reports as important governance tools supporting transparency, accountability, and informed policy decisions.

Thank you for your consideration.

Sincerely,
Henry Soong
