Union City's Local Roadway Safety Plan identifies the Decoto Rd. corridor as a high injury roadway. The document identifies countermeasures that may be implemented to reduce the risk of injury and accidents.
Guy Emanuele Jr. Elementary School is on Decoto Rd. (in top 5 City high injury network roadway) and directly serves the population of school children that has to cross at 5th and Decoto or travel along Decoto Rd. to reach the school.
City would also like to highlight that there are no equity priority areas in the city, however the Decoto neighborhood nearly meets the criteria. The neighborhood according to latest census data, has a 67% hispanic population. From NACTO: Vulnerable road users: Studies indicate heightened risks and fatality burdens for Hispanic pedestrians and cyclists, frequently linked to built environments in dense or underresourced neighborhoods.
11. If this Project was awarded Alameda CTC-administered funds through a prior CIP cycle, provide the CIP ID number.
See the Resources tab for a link to the List of Currently Programmed Projects with the CIP ID numbers, as identified in the 2026 CIP Update, approved in May 2026.

Section 2 - Project Need/Benefit and SR2S Capital Priority
12. Describe the identified transportation issues, barriers, and needs around the school(s) that are enrolled in the Alameda County SR2S Program.
Guy Emanuele Jr. Elementary School is uniquely located at one end of the Foothill Glen neighborhood.
With bicycle boulevard signing and striping safety improvements, it would incentivize cycling to the schools back entrance. The bicycle parking area for the school is also located near this back entrance area. The bicycle boulevard treatment would indicate a low stress bike route contained entirely within the Foothill Glen neighborhood. Improvements include signing and striping indicating a bikeway for riders and for motorists to recognize sharing of the roadway.
As for the Decoto neighborhood, residents have a median barrier they must travel around to get to the elementary school. Due to the nature of Decoto Rd. and it being a major corridor (4 lanes), parts of it contain a median to safely divide traffic. This division has created a barrier unfortunately and especially dangerous for anyone trying to cross to get to the school. City is already planning corridor improvements along Decoto Rd. in a separate project, but for this project we are proposing to incentivize walking and biking on 5th St. with a signing and striping upgrade. Improvements include intersection safety upgrades:
crosswalks, pedestrian crossing padles, a RRFB, and ADA ramp upgrades. 5th is the funnel in which the Decoto neighborhood uses to reach Guy Emanuele Jr. and these improvements should increase safety for school age children and their guardians.
This area is within a Transit Oriented Community. Within 1/4 and 1/2 mile of the Union City BART station, these improvements would serve not only elementary school, but technically improve safety for anyone using the facilities heading to and from BART. In addition, the bike boulevards if installed will contribute toward the growth of Union City's bicycle network. Decoto Rd. in a separate project will be making improvements to install upgraded bicycle facilities in 2027, 7th St. will be adding a Class 2 bike lane in 27/28, and the Quarry Lakes Parkway Project will add a brand new roadway and bicycle facilitiy with a tiein to an upgraded Class I facility on Mission Blvd (2028-29). All of these future improvements expand the bicycle network and increases the choices for routing to and from Guy Emanuele Jr. Elementary School.
13. Describe how this Project is identified in the qualifying SSA, local plans, walk audits, studies and/or similar needs assessment that justify the project's local priority and need. What are the identified safety recommendations for the Project location(s)? In the Attachments tab, provide supporting documentation by uploading links or relevant pages from the identified SSA and other local plans/studies/assessments.
Safety improvements identified in the County's SSA and City's Local Roadway Safety Plan. The City's Bicycle and Pedestrian Master Plan is a document that calls for citywide improvements.
14. Describe how the Project will address the transportation safety issues identified in the qualifying safety assessment and advance a safe system approach to reduce the number of severe and fatal transportation injuries and promote protecting and separating vulnerable road users. Provide relevant data on crash history, vehicle volumes, speeds, presence of vulnerable users, and other supporting data as applicable.
See the Resource tab for links to references, including FHWA’s Proven Safety Countermeasures, MTC’s Vision Zero Action Plan, Alameda CTC’s All Ages and Abilities Policy, and Alameda CTC’s Countywide Bikeways Design Guide.
Decoto Rd. has an average daily traffic volume above 20,000. Any reduction in driving will lessen the risk and number of overall accidents that occur on the corridor. Specifically creating a bicycle boulevard corridor and installing signs and striping will bring awareness for alternative road users and incentivize them to use alternate modes. With all of the visual indicators and improvements, users should feel a level of comfort using the facilities knowing that drivers will see the same visual indicators that are displaying the rules of the road. The bicycle boulevard specific treatment should have a traffic calming affect, motor vehicles will slow on a roadway that is signed and striped for increased safety.
Overall, the improvements should reduce the number of close calls, accidents, and injuries. From 2020 to March 2026, there have been a total of 1,060 crashes in Union City. Together 5th Street and Decoto Rd. (11th to Mission) during this period recorded 25 crashes, with 4 pedestrians and 2 bicyclists as victims.
15. Describe how the Project will enhance mobility and access by closing gaps in active transportation or transit access around schools.
Project will identify bicycle boulevards that will encourage bicycling to and from Guy Emanuel Jr.
Elementary School. On 5th St., the bicycle and ped improvements along the main corridor to the school should increase safety awareness for school age children to motor vehicles. For the Foothill Glen neighborhood, the bicycle boulevard is an enhancement to the existing route to the back of the school. The signing and striping will increase visual awareness for the bicycling facility, so it should increase the bicycling usage.
Additional improvements are being studied at the 5th and Decoto intersection as it is the barrier of entry/exit for the school. City is currently looking at the feasibility of 2 curb corner extensions to increase sight distance, decrease crossing distance, and slowing down turning vehicles speeds.
16. Describe how the Project incorporates the latest Public Right-of-Way Accessibility Guidelines (PROWAG) along sidewalks, crosswalks, and around bus stops.
Project will be updating all ADA curb ramps along 5th St. as they are out of compliance with current standards. Crosswalks are planned for increased safety and right-of-way assignment/yielding.
17. If the Project is located on the CBN or provides direct benefit to it, describe how the Project meets the requirements of Alameda CTC’s All Ages and Abilities (AAA) Policy and each of the CBN Design Expectations. For non-bicycle projects (e.g. pedestrian, transit, or technology) that are located on the CBN, explain the Project's impact on existing or future bicycle facilities, if any.
See the Resources tab for Alameda CTC CBN Map, AAA Policy, and Design Expectations.
By designating 5th and Myrtle/Willow as a bike boulevard, City is indicating that these streets are lowstress and provides for continuous and comfortable riding for all ages and abilities on low volume and low speed streets. Both streets serve as direct routes to the local school and the improvements are appropriate given the street classifications and conditions.
Section 3 - Project Readiness
18. Describe the level of demand/support from the local community, stakeholders, and partnering agencies, and for each, describe the level of involvement in the Project.
In the Attachments tab, upload a list of key project partners and documentation of community, partner agency and other stakeholder support through documentation of completed engagement, letters of support, etc.
Union City’s goals and objectives for pedestrians and bicyclists focus on expanding the active transportation network, closing infrastructure gaps, and enhancing safety. These initiatives are guided primarily by the City Council Strategic Plan under Environmental Sustainability and Infrastructure, supported by the Bicycle and Pedestrian Master Plan and the General Plan.
New Haven School District previously participating to produce several SSA for its schools in Union City indicates that transportation safety is a concern and that they continue to engage with the City to make improvements to safety for students and their families.
The Bicycle & Pedestrian Advisory Committee letter(s) of support is attached.
19. How much SR2S Capital Grant funding is requested for which project phase(s)? Fill in all that apply. The total request amount should match the amount in the Summary tab and the Budget/Funding table (of the separate Excel file to be uploaded in the Attachments tab).
Enter the amount to the nearest dollar, but after rounding to the nearest $1,000.
20. Is the Project entirely within the Sponsor's right-of-way? Describe any new right-of-way permits or easements required and the status of each. Also, identify any known utility relocations, conflicts, or other conditions within the project right-of-way that may require third party agreements or conflict resolution.
Yes, project is entirely in City's ROW. We do not anticipate having to bring on board a third party or another agency for any agreements, just coordinating efforts to make sure there are no scheduling conflicts during construction.
21. Identify any known or anticipated issues that may affect the timely delivery of the Project and how these issues will be addressed. Include any issues with the current phase that may delay the Project’s ability to advance to the requested SR2S Capital Grant phase(s) per the schedule identified in the application.
Examples: inter-agency or community coordination and/or conflicts, lawsuits, unsecured funding, the project's dependency upon completion of another major capital project, etc.
No known issues.
22. If a usable segment of the proposed project scope can be implemented with partial funding through project segmentation/phasing, describe how.
Project primarily consists of construction implementation of signing & striping and curb ramp replacement to current code. Many parts/elements of the project can be phased if it is only partially funded.
23. Confirm the responsible agency(s) for maintaining the improvement and whether new maintenance and/or operations agreements are required.
