BACKGROUND
The Alameda County Transportation Commission’s Comprehensive Investment Program (CIP) is a multi-year capital improvement program for multimodal transportation projects, funded by revenues from Measure BB and other countywide sources, and administered by the Alameda County Transportation Commission (Alameda CTC).
In May, Alameda CTC approved its programming guidelines and schedule for the 2028 Comprehensive Investment Program. Alameda CTC’s funding estimate anticipates approximately $200 million of new programming capacity for Alameda County for projects in the five-year horizon of Fiscal Year 2028 through Fiscal Year 2032, which also includes some federal funding that Alameda CTC programs as part of the One Bay Area Grant Program. For capital projects, the minimum grant request is $500,000, the maximum is $10 million, and a minimum 25 percent (25%) local match is required. For operating projects, the minimum request is $100,000 per year, the maximum is $500,000, and a minimum 75 percent (75%) local match is required. Eligible project sponsors may submit up to four (4) requests each, plus one (1) Safe Routes to School request.
Eligible project categories include:
• Bicycle and/or pedestrian capital projects and programs • Complete streets capital and road improvement projects • Transit-related capital projects
• Shuttle and other program operations
• Technology Projects
• Plans
Eligible projects must be identified in Alameda CTC’s 2026 Countywide Transportation Plan (CTP), expected to be finalized later this year, which Alameda CTC intends to prioritize in the 2028 CIP based on weighted criteria consistent with CTP policy priorities.

5. Safe Routes to School: Guy Emanuele Jr. Elementary School Pedestrian and Bicycle Safety Improvement Project, in the amount of $300,000 Resolutions of local support for each individual project -- authorizing the filing of the Agenda Item No. 5.15
City Council Staff Report Page 3 of 4 September 8, 2026 application, committing any necessary matching funds, and stating assurance to complete the project -- are required to be filed concurrently with each individual application to receive discretionary funding available from the Alameda County Transportation Commission (“Alameda CTC”) Comprehensive Investment Plan (“CIP”).
By submitting a 2028 CIP Resolution of Local Support, the Applicant is committing to adhering to Alameda CTC’s funding requirements such as:
1. Delivering the proposed project’s scope within the identified schedule
2. Providing matching funds to the project if awarded funds from Alameda CTC
3. Delivering the proposed project in line with the CIP guidelines, policies, and procedures
4. Complying with post-funding allocation requirements such as the funding agreement and reporting requirements
Staff has prepared the resolutions using the required Alameda CTC template.
FISCAL IMPACT
The City may receive up to $6,103,000 in Alameda CTC grant funding; staff will bring the award to City Council for acceptance at that time. These funds will be combined with existing project funds and/or local transit funds for the proposed projects. There will be no impact on the General Fund.
