SUBJECT: Adopt a Resolution Establishing the 2027 Calendar Year City Council Regular Meeting Schedule
EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution establishing the 2027 calendar year regular meeting schedule. Consistent with the Union City Municipal Code and the City Council Handbook, regular meetings would generally occur at 7:00 p.m. on the second and fourth Tuesdays of each month in the City Council Chambers.
The proposed calendar suspends both regular meetings in August for the annual legislative recess and cancels the December 28 regular meeting for the year-end holiday period. The calendar provides 21 regular meetings during 2027. Special meetings may still be called if time-sensitive matters require action by the City Council.
STRATEGIC PLAN ALIGNMENT
This item aligns with Goal B: Governance and Organizational Effectiveness of the Strategic Plan by supporting orderly governance, predictable meeting schedules, and clear public notice of City Council meeting dates.
BACKGROUND
Union City Municipal Code section 2.04.010 requires the City Council to set the day and time of regular meetings by resolution. Section 2.04.020 provides that regular meetings are held at a location designated by the City. Regular meetings are generally held at 7:00 p.m. on the second and fourth Tuesdays of each month in the City Council Chambers, 34009 Alvarado-Niles Road.
On July 28, 2026, the City Council adopted Resolution No. 2026-127 approving the City Council Handbook. The handbook establishes an annual legislative recess encompassing the full month of August unless otherwise determined by a majority vote of the City Council. Regular City Council meetings are suspended during the recess, while special meetings may be called if urgent matters arise.

DISCUSSION
The proposed resolution establishes the 2027 calendar using the second and fourth Tuesdays of each month. No regularly scheduled date falls on a legal or national holiday, Christmas Eve, or New Year's Eve. The resolution cancels the August 10 and August 24 regular meetings in accordance with the annual legislative recess and cancels the December 28 regular meeting for the year-end holiday period.
Under the proposed calendar, the first regular meeting would be January 12, the City Council would resume regular meetings after the August recess on September 14, and the final regular meeting would be December 14. If Council action is required between regular meetings or during a recess, a special meeting may be called in accordance with Union City Municipal Code section 2.04.040 and applicable State law. Following adoption, the City Clerk will publish the calendar and update related public notices.
FISCAL IMPACT
Adoption of the 2027 City Council regular meeting schedule will have no direct fiscal impact on the City's budget.
RECOMMENDATION
Staff recommends that the City Council adopt the proposed resolution establishing the 2027 calendar year City Council regular meeting schedule.
