Agenda Item No. 5.5
DATE: September 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Ratifying $63,927 of Work Previously Completed by Price Paige & Company and Authorizing the City Manager to Execute the First Amendment to the Consulting Services Agreement with Price Paige & Company, in the Additional Amount of $100,000, for a Total Not-to-Exceed Contract Amount of $174,000, for Additional Professional Accounting Services

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution ratifying $63,927 of work previously completed by Price Paige & Company and authorizing the City Manager to execute the First Amendment to the Consulting Services Agreement with Price Paige & Company, in the additional amount of $100,000, for a total not-to-exceed contract amount of $174,000, for additional professional accounting services.

STRATEGIC PLAN
This agenda item is aligned with the following:

Goal A: Financial Stability and Sustainability.

BACKGROUND
In October 2024, the Finance Department transitioned from financial software Tyler Eden to Tyler Munis because Eden was no longer supported. The Munis implementation was problematic: the vendor’s team lacked municipal finance expertise, provided incorrect guidance, frequently changed personnel, and has continued to offer limited post–go-live support. As a result, FY 2024-2025 has been a difficult transition year, with financial data split between Eden and Munis and staff needing significant additional time to validate approximately 120,000 financial transactions.

DISCUSSION
On January 20, 2026, the City executed a Consulting Services Agreement with Price Paige & Company for professional accounting services, in an amount not to exceed $74,000. Their primary tasks, presented in Attachment 1 – Price Paige & Company Agenda Item No. 5.5
City Council Staff Report Page 2 of 3 September 8, 2026 Proposal, included bank reconciliation and advisory support for FY 2024-2025 audit preparation, with an anticipated completion date of June 30, 2026.

Unfortunately, bank reconciliation has proven substantially more complex than initially estimated and has required greater consultant effort. Several critical tasks remain, including final reconciliation, summarizing and certifying data for The Pun Group (the City’s external auditor), and debriefing Finance staff on recommended reconciliation practices in the future. Price Paige also identified several areas where processes could be improved, including grant tracking, bank account administration, and workflow configuration within Tyler Munis.

The work provided by Price Paige has exceeded the original contract amount of $74,000.

In June 2026, when Finance received the May 2026 invoices and status of work performed by Price Paige, both parties understood the goal was to complete all work on time and under budget. However, researching a single accounting entry often raises additional questions and requires more accounting adjustments due to persistent problems with the Tyler Munis implementation. Working with staff, Price Paige also found financial schedules that have not been updated or lack supporting documentation. All the professional accounting services provided by Price Paige help the Finance Department prepare for the audit with the new external auditor.

Proposed 1st Amendment for Additional Services $36,073
Not to Exceed $174,000
Table 1 above summarizes Price Paige invoices to date for professional accounting services. The June 2026 invoice of $50,533 exceeded the $74,000 contract limit. Finance asked Price Paige for a cost estimate to complete essential tasks and continue their timesensitive work for the City.

With a cumulative total of $137,927 at the end of July 2026, actual expenditures exceed the original $74,000 contract amount by $63,927. Staff requests that the City Council ratify $63,927 of completed work by Price Paige. Staff is also requesting that the City Council approve a first amendment, in the additional amount of $100,000, increasing the not-toexceed amount to $174,000.

The proposed First Amendment would provide the additional consultant capacity needed to complete the FY 2024-2025 bank reconciliation and prepare audit-ready financial data.

Staff hopes to complete the FY 2024-2025 audit by December 2026, and the FY 2025- 2026 audit will be delayed, with completion possibly by March 2027.

FISCAL IMPACT
The cost of professional accounting services provided by Price Paige shall not exceed $174,000. Funding is available in the Finance Department’s adopted budgets for FY 2025-2026 and FY 2026-2027. For FY 2026-2027, Finance will reduce other professional service expenditures to offset this cost, with no new impact on the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution ratifying $63,927 of work previously completed by Price Paige & Company and authorizing the City Manager to execute the First Amendment to the Consulting Services Agreement with Price Paige & Company, in the additional amount of $100,000, for a total not-to-exceed contract amount of $174,000, for additional professional accounting services.
