Agenda Item No. 5.7
DATE: September 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving the Establishment of the Classification of Maintenance III - Parks and Grounds, Approving a Side Letter, and Updating the Classification and Compensation Plan to Include the Classification of Maintenance III - Parks and Grounds

EXECUTIVE SUMMARY
In the FY 2025-2026 and FY 2026-2027 Biennial Budget, the City Council authorized the establishment of the Maintenance III – Parks and Grounds classification to assist in the supervision of the Parks and Grounds field crews to improve efficiency and the quality of work. Staff recommends that the City Council adopt a resolution approving the establishment of the Maintenance III – Parks and Grounds classification, approving a side letter, and updating the Classification and Compensation Plan to include this classification.

STRATEGIC PLAN ALIGNMENT
The program supports Goal B, Governance and Organization Effectiveness, of the strategic plan by aligning critical city services with current staffing levels.

BACKGROUND
With the adoption of the FY 2025-2026 and FY 2026-2027 Biennial Budget, a Maintenance III - Parks and Grounds position was converted from a Maintenance I/II position to assist with the supervision of five grounds field crews. This position will allow the Parks and Grounds Supervisor to focus on higher-level operational and administrative duties, including project planning and coordination, procurement of materials and equipment, employee development and performance management, park inspections and maintenance assessments, responding to public service requests, coordinating with other City departments, developing long-term maintenance strategies, managing budgets, and ensuring the division continues to meet the service expectations of the community.

Currently, the Grounds Supervisor oversees 19 staff, including the grounds crews for trees, parks, and medians, and the work furlough. The new Maintenance III position will provide direct field supervision and operational support in the day-to-day operations. The establishment of this new position is intended to increase efficiency in completing projects Agenda Item No. 5.7
City Council Staff Report Page 2 of 2 September 8, 2026 and to ensure consistent supervision of multi-site projects and work crews. A new classification/compensation and job specification has been developed for this position and is attached as Exhibit A.

DISCUSSION
The proposed salary for the Maintenance III – Parks and Grounds classification is intended to meet the operational needs of the Public Works Department, reflect the experience and skills required for the role, and support the programs and services provided by the Parks and Grounds division. The compensation recommendation was developed after reviewing external market data and evaluating the position’s internal alignment within the job series and division structure. The City also met in good faith with SEIU Local 1021, as required by law — SEIU Local 1021 will be recognized as the sole exclusive bargaining unit for the proposed classification. The proposed salary schedule is below:

Bargaining
Unit Classification Title Step 1 Step 2 Step 3 Step 4 Step 5 SEIU Maintenance III –
Parks and Grounds 8,647 9,054 9,475 9,922 10,391
The proposed resolution authorizes the City Manager to execute a side letter with SEIU Local 1021 to recognize it as the sole bargaining unit for the classification.

FISCAL IMPACT
There is no fiscal impact as funding for this position was included in the FY 2026-2027 Adopted Biennial Budget.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution approving the establishment of the Maintenance III – Parks and Grounds classification, approving a side letter, and updating the Classification and Compensation Plan to include this classification.
