DATE: September 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Appropriating $120,000 to the Dry Creek Bridge Wingwall Repair Project at Alvarado-Niles Road, City Project No. 24- 11 EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution appropriating $120,000 to the Dry Creek Bridge Wingwall Repair Project at Alvarado-Niles Road, City Project No. 24-

11. STRATEGIC PLAN ALIGNMENT
There is no direct alignment with the Strategic Plan goals.

BACKGROUND
On October 9, 2023, at 1:17 AM, a driver traveling eastbound on Alvarado-Niles Road fell asleep at the wheel and crashed into the Dry Creek Bridge. The damage was to the right wingwall of the bridge, and for nearly the last three years, the area has remained unrepaired, with a large posted sign warning the public that it is unsafe to climb or sit.

This highly visible area is located next to the sidewalk on the west side of Alvarado-Niles Road.

The City immediately submitted a claim for damage and plans to repair the bridge, itemize all expenses, and seek restitution before the three-year statute of limitations.

On February 12, 2024, the City entered into a Consulting Services Agreement with CSG Consultants, Inc., for Structural Design Services for Dry Creek Bridge Repair (C6085), City Project No. 24-11, in the not-to exceed amount of $34,180, and on May 12, 2025, the City executed the First Amendment to the Consulting Services Agreement with CSG Consultants, Inc., in the amount of $19,013, for a total not-to-exceed amount of $53,193, for environmental permit coordination and applications with the California Department of Fish and Wildlife.

On July 29, 2026, the City released an advertisement for bid for the Dry Creek Bridge Agenda Item No. 5.13
City Council Staff Report Page 2 of 3 September 8, 2026 Wingwall Repair Project at Alvarado-Niles Road, City Project No. 24-11, with an Engineer’s Estimate of $100,000 in construction costs. On August 17, 2026, four bids were received, and the City awarded the contract to the lowest responsive and responsible bidder, Bridgeway Civil Constructors, Inc., of Vacaville, California, in the amount of $91,231.

As is standard practice, the construction budget includes a contingency for unforeseen extra work or materials, which, for this project, staff determined to be 32% of the construction contract amount, or $28,769. Therefore, the total construction budget is $120,000.

On August 24, 2026, the City entered into a Consulting Services Agreement with Applied Materials & Engineering, Inc., in the amount of $9,841, to provide special inspection and testing during the construction phase of the project.

DISCUSSION
On June 28, 2011, the City Council adopted Resolution No. 4172-11, expanding the use beyond bridge maintenance and improvements to include improvement of neighborhood streets (Attachment 1). There are three Benefit Bridge District Funds available – the Dry Creek Bridge Fund (Fund 413), the South City Limits (UCB) Fund (Fund 414), and the North City Limits (Hesperian) Fund (Fund 417) – with a combined available balance of approximately $240,000. These monies are eligible for appropriation to the Dry Creek Bridge Wingwall Repair Project at Alvarado-Niles Road, City Project No. 24-11.

The total cost of the Dry Creek Street Bridge repair efforts will be nearly $170,000, excluding significant staff time and other City-incurred expenses. The City intends to seek restitution for the damage to the bridge caused by the driver involved.

FISCAL IMPACT
Since this is an unanticipated expense, it is necessary that the City Council authorize an appropriation of $120,000 to the Dry Creek Bridge Wingwall Repair Project at AlvaradoNiles Road, City Project No. 24-11 (Account Number 413-92411-57128) for Fiscal Year 2026-2027.

The combined cost to repair Dry Creek Bridge is approximately $170,000, and the City intends to seek restitution from the driver who caused the damage. Any payments received for the damage will be deposited into the General Fund.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution appropriating $120,000 to the Dry Creek Bridge Wingwall Repair Project at Alvarado-Niles Road, City Project No. 24-
