TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Authorizing the City Manager to Execute the Fourth Amendment to the Consulting Services Agreement with Advanced Mobility Group, in the Amount of $40,000, for a Total Notto-Exceed Amount of $186,950, for On-Call Traffic Signal System Support

EXECUTIVE SUMMARY
Advanced Mobility Group (“AMG”) provides specialized support that augments in-house staff and assists with ongoing operations of traffic signal systems. Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Fourth Amendment to the Consulting Services Agreement (“Fourth Amendment”) with AMG (Attachment 1), in the amount of $40,000, for a total not-to-exceed amount of $186,950, for On-Call Traffic Signal System Support in a form approved by the City Attorney.

STRATEGIC PLAN ALIGNMENT
This agenda item is in alignment with the following:

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
There are sixty-one (61) signalized traffic intersections in the City of Union City. In addition, the City owns and maintains one High-Intensity Activated Crosswalk (HAWK) system on Alvarado-Niles Road, one flashing beacon on Meyers Drive, and two Rectangular Rapid Flashing Beacon (RRFB) pedestrian crossings. The City applies for and receives federal, state, and local transportation capital grant funds to upgrade and improve various traffic signal systems to current standards. These traffic signal systems employ state-of-the-art electrical equipment and computerized systems requiring specialized expertise with traffic signal system analysis that goes beyond the capabilities of in-house staff.

On September 26, 2022, the City executed a Consulting Services Agreement with Agenda Item No. 5.12
City Council Staff Report Page 2 of 3 September 8, 2026 Advanced Mobility Group (“Agreement”), in the not-to-exceed amount of $56,000, for OnCall Traffic Signal System Support, City Project No. 22-14, which included the monitoring, reporting, and assisting of traffic signal system operations.

On October 1, 2023, the City executed the First Amendment to the Agreement to extend the contract term to June 30, 2024, and to increase compensation by $18,950, for a total not-to-exceed amount of $74,950.

On April 9, 2024, the City Council adopted Resolution No. 6244-24, approving the Second Amendment to the Agreement to continue traffic signal system support services for two additional years and increase the compensation by $72,000, for a total not-to-exceed amount of $146,950.

On July 1, 2026, the City and AMG executed the Third Amendment to the Agreement to extend the term through June 30, 2027. The Public Works Engineering Division continues to face a heavy workload and limited expertise in specialized traffic signals. AMG provides specialized support that augments in-house staff and assists with ongoing operations of traffic signal systems.

DISCUSSION
Since 2022, AMG has assisted the Engineering Division in evaluating the status and effectiveness of the Intelight Adaptive Signal System, identifying traffic signal detection failures, responding to resident complaints related to traffic signals, and performing weekly traffic signal system checks.

The Fourth Amendment will increase compensation by up to $40,000 so that AMG can continue providing specialized on-call traffic signal system support through June 30, 2027.

FISCAL IMPACT
The Fourth Amendment, in the not-to-exceed amount of $40,000, will be funded with $40,000 in Gas Tax Fund (Account Number 250-33005-54110).

RECOMMENDATION
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Fourth Amendment to the Consulting Services Agreement with Advanced Mobility Group, in the amount of $40,000, for a total not-to-exceed amount of $186,950, for on-call traffic signal system support in a form approved by the City Attorney.
