City Council Staff Report Page 1 of 2 September 8, 2026 Staff Report
Agenda Item No. 5.9
DATE: September 8, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Awarding a Contract to Bauer Compressors, Inc., in the Amount of $105,000, for the Purchase of One Replacement Breathing Air Compressor for Fire Station 32 and Approving a Budget Amendment

EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution transferring $105,000 from the CFD 2006-1 fund to the Fleet Replacement Fund, authorizing a $105,000 budget appropriation from the Fleet Replacement Fund, and awarding a contract to Bauer Compressors Inc., in the not-to-exceed amount of $105,000, for a replacement highpressure breathing air purification compressor for Fire Station 32.

STRATEGIC PLAN ALIGNMENT
There is no direct alignment with the Strategic Plan goals.

BACKGROUND
Staff has determined that the high-pressure breathing air purification compressor used to fill Self-Contained Breathing Apparatus (SCBA) cylinders is no longer suitable for municipal use. Below is the current device.

Table 1. Existing Breathing Air Compressor Recommended for Replacement UNIT YEAR MAKE MODEL SERIAL NO. AGE
UNII/20 2000 BAUER UNII/20 06179 26
The unit presented for replacement was manufactured in 2000; the manufacturer’s recommended service life is 25 years. Inevitable maintenance issues associated with units of this age include a scarcity of replacement parts, significantly elevated repair costs, and reliability issues that may endanger personnel safety.

DISCUSSION
The City’s Public Works Facilities Division sought and received a proposal to furnish a replacement high-pressure breathing air purification compressor that met the City’s requirements. Bauers Compressors, Inc., submitted a proposal in the amount of $105,000.

The high-pressure breathing air purification compressor is available for purchase under a National Cooperative Procurement Partners (NPP.Gov) cooperative purchasing agreement, NPP.Gov Cooperative Contract No. PS26080. NPP.Gov cooperative contracts are competitively solicited through a national request-for-proposals process that leverages the purchasing power of member agencies and streamlines purchasing procedures. This enables the City to legally purchase the compressor through existing competitively awarded contracts. The quotation, received on August 17, 2026, is valid for 90 days.

FISCAL IMPACT
Staff has identified available fund balance in the CFD 2006-1 Fund (Fund 281). Staff recommends that $105,000 of the fund balance of the CFD 2006-1 Fund be transferred to the Fleet Replacement Fund (Fund 613) to facilitate Public Works’ purchase and maintenance of the fire equipment. The City’s Public Works Fleet Division oversees the Fleet Replacement Fund, and the entire City fleet is tracked under this fund.

Since this purchase was not planned or included in the adopted FY 2026-2027 budget, it is recommended that the City Council authorize the budget appropriation to the Fleet Replacement Fund.

RECOMMENDATION
Staff recommends that the City Council adopt a resolution transferring $105,000 from the CFD 2006-1 fund to the Fleet Replacement Fund, authorizing a $105,000 budget appropriation from the Fleet Replacement Fund, and awarding a contract to Bauer Compressors, Inc., in the not-to-exceed amount of $105,000, for a replacement breathing air compressor for Fire Station 32.
