STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

Goal D, Strategy 1: Environmental Sustainability and Infrastructure - Continue the buildout of the City’s Bicycle and Pedestrian network, with an emphasis on closing gaps, addressing safety concerns, and increasing connectivity to the Station District.

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

Goal C, Strategy 18: Facilitate the development of entitlements and closing on the sale of the Gateway property to generate revenue to fund the construction of Phases 3 and 4 of the Quarry Lakes Parkway.

BACKGROUND
Work on the Final Design of Quarry Lakes Parkway, Phases 1 and 2, has been ongoing since 2022, with Mark Thomas & Company, Inc., the selected engineering firm leading Agenda Item No. 5.14

the effort. Initial design concepts for the streetscape prepared by Mark Thomas for Phases 1 and 2 were not aligned with the City’s planned vision of the Quarry Lakes Parkway Project, City Project No. 18-04.

On March 1, 2026, the City entered into a Consulting Services Agreement, C26PW1329, with ROMA Collaborative, in the amount of $74,809 for the Quarry Lakes Parkway, City Project No. 18-04, to provide the City with Urban and Landscape Design Review and Streetscape Design support of the Quarry Lakes Parkway Project Final Design phase because of their project design expertise demonstrated with similar relevant capital improvement projects, including the Union City Intermodal Station, the East Plaza, 11th Street, and the BART Pedestrian At-Grade Crossing.

ROMA Collaborative’s scope of work is based on the engineering drawings prepared by the Mark Thomas team as the Consultant to the City on the Final Engineering Design for Phases 1 and 2 of the Quarry Lakes Parkway Project, City Project No. 18-04, as well as the previous concepts prepared by ROMA Collaborative, with input from the City. It is undertaken in five separate tasks:

1. Task 1: Develop an overall hand sketch that will illustrate plan modifications identified in the design review comments.

2. Task 2: Develop a series of hand sketches focused on the conditions of Quarry Lakes Drive and, in particular, the water retention basin and open space, which offer unique opportunities for recreational uses.

3. Task 3: Continue to be involved in the final design and implementation of QLP Phase 2 by reviewing and providing comments on how concepts illustrated in previous tasks are being incorporated by the Mark Thomas team into the Final Drawings and brought forward to construction.

4. Task 4: Continue to provide design review services for Phase 1 of the Quarry Lakes Parkway Project.

5. Task 5: Prepare, if needed, design sketches and concept plans developed to address the key areas of the Phase 1 improvements, such as the QLP - 7th Street intersection area, with adjoining Drigon Dog Park access, the City Corporate Yard frontage, and the new parking lot.

ROMA Collaborative staff has shared project files and has provided valuable design insight and comments to the Mark Thomas Consultant Team.

DISCUSSION
Staff has been pleased with the ROMA Collaborative’s work and requests to further engage their Urban and Landscape Design Review services during the Quarry Lakes Parkway Project Final Design phase based on and in coordination with the engineering drawings prepared by the Mark Thomas team as the Consultant to the City of Union City on the Final Engineering Design for Phase 1 and Phase 2 of the Quarry Lakes Parkway Project, City Project No. 18-04, as well as the previous concepts prepared by ROMA Collaborative, with input from the City.
