RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONSULTING
SERVICES AGREEMENT WITH TOWNSEND PUBLIC AFFAIRS, INC., IN A FORM APPROVED BY THE CITY ATTORNEY FOR $102,000
THROUGH SEPTEMBER 30, 2027, FOR LEGISLATIVE ADVOCACY
AND GRANT FUNDING RESEARCH SERVICES
WHEREAS, the City Council of the City of Union City had expressed a desire to increase its legislative engagement efforts to protect and promote the interests of Union City's constituents; and
WHEREAS, the City Council had included funding in the FY 2025-2026 and FY 2026-2027 Biennial Operating Budget for legislative advocacy and grant funding research services, in Account No. 110-11001-54110; and
WHEREAS, on September 12, 2023, the City Council adopted Resolution No. 6200-23, authorizing the City to enter into a Consulting Services Agreement with Townsend Public Affairs, Inc. (TPA) for legislative advocacy and grant funding research services, for an established term from October 1, 2023, to September 30, 2024; and WHEREAS, on November 26, 2024, the City Council adopted Resolution No. 6394-24, authorizing a new consulting service agreement with TPA for an established term from October 1, 2024, to September 30, 2025; and
WHEREAS, on September 23, 2025, the City entered into the First Amendment to the Consulting Services Agreement with TPA to continue providing legislative advocacy and grant funding research services through September 30, 2026; and WHEREAS, to maintain continuity in the City’s legislative advocacy efforts and sustain momentum throughout the legislative process, a new Consulting Services Agreement with TPA is proposed to extend services for an additional one-year term through September 30, 2027.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City does hereby authorize the City Manager to execute the agreement with Townsend Public Affairs, Inc., for $102,000 through September 30, 2027, for legislative advocacy and grant writing services.
