RESOLUTION NO. 2026-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
REAPPOINTING AND APPOINTING INDIVIDUALS TO SERVE ON THE
PARK AND RECREATION COMMISSION, SENIOR CITIZENS
COMMISSION, AND ECONOMIC DEVELOPMENT ADVISORY TEAM
WHEREAS, the regular terms of Albert Chin and Steven C. Nichols on the Park and Recreation Commission and Larry Gissible on the Senior Citizens Commission are scheduled to expire on November 30, 2026; and
WHEREAS, California Government Code section 40605 and Union City Municipal Code section 2.20.030 provide that the Mayor appoints members to City boards, commissions, and committees with the approval of the City Council; and WHEREAS, Resolution No. 2026-008 created the Economic Development Advisory Team (EDAT) Alternate At-Large Member position for a term expiring December 31, 2029, and the position became vacant when Chioma Chuks-Orji was appointed to a regular EDAT seat; and
WHEREAS, Municipal Code sections 2.21.030 and 2.25.030 establish four-year terms and provide that members of the Park and Recreation Commission and Senior Citizens Commission serve until their successors are duly appointed and qualified; and WHEREAS, Resolution No. 2025-029 standardizes appointments made after its adoption to terms commencing January 1 and expiring December 31 of the final year of service, without altering existing term dates; and
WHEREAS, Albert Chin is eligible for reappointment to a second full regular term on the Park and Recreation Commission, and the Mayor recommends his reappointment; and
WHEREAS, Steven C. Nichols and Larry Gissible have each completed two consecutive full regular terms and are not immediately eligible for reappointment; and WHEREAS, AJ Assef currently serves as an Alternate Commissioner on the Park and Recreation Commission, and the Mayor recommends his appointment to the regular seat currently held by Steven C. Nichols; and
WHEREAS, Chris Angelo currently serves as an Alternate Commissioner on the Senior Citizens Commission, and the Mayor recommends his appointment to the regular seat currently held by Larry Gissible; and
WHEREAS, Christine Liu expressed interest in serving as EDAT's Alternate AtLarge Member, and the Mayor recommends her appointment effective immediately upon adoption through December 31, 2029; and
WHEREAS, upon AJ Assef and Chris Angelo qualifying for their respective regular seats, their alternate seats will become unscheduled vacancies subject to the special vacancy-notice requirements of Government Code section 54974.

Park and Recreation, Senior Citizens, and EDAT Appointments
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Union City as follows:
SECTION 1. APPROVAL OF MAYORAL APPOINTMENTS.
The City Council approves the Mayor's reappointment and appointments as follows:
Park and Recreation Commission
1. Albert Chin is reappointed as a Commissioner for a four-year term commencing January 1, 2027, and expiring December 31, 2030.
2. AJ Assef is appointed as a Commissioner for a four-year term commencing January 1, 2027, and expiring December 31, 2030, succeeding Steven C.
Nichols.
Senior Citizens Commission
1. Chris Angelo is appointed as a Commissioner for a four-year term commencing January 1, 2027, and expiring December 31, 2030, succeeding Larry Gissible.
Economic Development Advisory Team
1. Christine Liu is appointed as the Alternate At-Large Member effective immediately upon adoption, for a term expiring December 31, 2029.
SECTION 2. EFFECTIVE DATE AND QUALIFICATION.
The appointments approved in Section 1 shall become effective January 1, 2027, upon each appointee taking the oath of office and satisfying all applicable qualification requirements.
SECTION 3. RESULTING ALTERNATE VACANCIES.
Upon AJ Assef's qualification for the regular Park and Recreation Commission seat, his alternate seat shall become vacant. Upon Chris Angelo's qualification for the regular Senior Citizens Commission seat, his alternate seat shall become vacant. The City Clerk is directed to post the notices required by Government Code section 54974 within the statutory window and to return with separate appointment actions after the required notice period has elapsed.
SECTION 4. HOLDOVER SERVICE.
The formal expiration dates of the existing terms are not amended. Pursuant to Municipal Code sections 2.21.030 and 2.25.030, Albert Chin, Steven C. Nichols, and Larry Gissible may continue serving in holdover capacity until their respective reappointments or successors become effective and are qualified on January 1, 2027.
SECTION 5. EFFECT OF RESOLUTION.
This Resolution shall take effect immediately upon adoption, subject to the future effective dates stated above.
