ITEM 3.2
Standardizing the Annual Selection of
Commission Chairs and Vice Chairs
2 Background
• The Municipal Code currently requires five commissions to select their Chair and Vice Chair in different months.
• The current schedules include January, August, and December. • Some commission bylaws also use dates that differ from the Municipal Code. • In February 2025, the City Council aligned new board, commission, and committee appointments with the calendar year.
3 Proposed Ordinance and Resolution
• Each affected body would select its Chair and Vice Chair at its first regular meeting in January, or at its first regular meeting thereafter.
• The ordinance would apply to the five commissions established in the Municipal Code. • A companion resolution would apply the same schedule to the Bicycle and Pedestrian Advisory Committee and the Sales Tax and Utility Users' Tax Oversight Committee. • The new schedule would begin in January 2027.
4 Transition and Fiscal Impact
• Officers selected under the current 2026 schedule would serve a shortened transition term until the January 2027 election.
• The Arts & Culture Commission would not hold a separate officer election in December 2026.
• Affected commissions would update their bylaws to match the new schedule. • There is no direct fiscal impact. Staff would complete implementation within existing resources.
5 Staff Recommendation
Staff recommends that the City Council waive full reading and introduce by title only the proposed ordinance standardizing the annual selection of commission chairs and vice chairs beginning in January 2027, and adopt the companion resolution establishing the same schedule for the Bicycle and Pedestrian Advisory Committee and the Sales Tax and Utility Users' Tax Oversight Committee.
