ITEM 3.4
Cal Cities 2026 Annual Conference Resolution
2 Background
• Each Cal Cities member city may cast one vote during the Annual Conference General Assembly.
• The City Council appoints a voting delegate to represent Union City. • Cal Cities received one general resolution for consideration in 2026. • The General Assembly is scheduled for September 25, 2026, in Anaheim.
3 Resolution No. 1
• The resolution asks Cal Cities to explore ways to strengthen local authority over housing and land-use decisions.
• Possible strategies include a state constitutional amendment or another legislative, policy, or ballot-based approach.
• The proposal would preserve statewide housing goals, civil rights, fair housing, safety standards, and environmental protections.
• Approval would not itself amend the California Constitution or place a measure on the ballot.
4 Council Direction
• The City Council may direct the voting delegate to support, oppose, or take no position on Resolution No. 1.
• The Council may also provide conditional direction based on amendments or policy considerations.
• Two Cal Cities committees may amend the resolution before it reaches the General Assembly.
• Reviewing the resolution and providing direction has no direct fiscal impact to the City.
5 Staff Recommendation
Staff recommends that the City Council review Resolution No. 1 and allow the City's voting delegate to use their discretion regarding the final vote, including amendments or petitioned resolutions presented during the Cal Cities 2026 Annual Conference and Expo.
