Page 3 of 6 Exhibit A Scope of Services The Project will implement a peak period bus lane along both directions of Alvarado Niles Road from Decoto Road to 500 feet west of Almaden Boulevard. The project will entail repurposing the existing parking lane and bike lane into a part-time bus lane. Bicyclists may use the lane during peak periods but will be encouraged to use parallel bike routes along Arizona Street. The capital project consists of bus lane striping and new signage to alert motorists of the time restrictions when on-street parking is prohibited. At intersections, additional signage will be installed to clarify that the curb lane is to be used for right turns and through buses during peak periods. Elements not included in the capital project are as follows: No curb modifications are proposed as part of this project. No signal modifications are proposed as part of this project beyond signal retiming, as transit signal priority is already present along the corridor. Bus stop modifications have been completed and no further bus stop modifications are included in this project. Initial Scope of Work The initial scope of work was approved in October 2024 and covered work for the Planning/Conceptual Design, Preliminary Engineering (PA/ED), and Environmental Documentation (ENV) phases. The primary deliverables for this scope of work were the Existing Conditions Transportation Analysis and the Engineering Concept Design. The engineering concept design was submitted in draft form in November 2025. These documents underwent review by Union City staff, an outside peer reviewer, and partner agencies MTC and AC Transit. Final versions of the Existing Conditions Transportation Analysis and Engineering Concept Design were submitted in March 2026. Current Scope Amendment The current scope of work covers Final Design (PS&E), Right of Way services (R/W), and Construction Support (CON). Post-Project Evaluation are not included in this scope. TASK 4: FINAL DESIGN (PS&E) Kittelson will prepare 65%, 95%, 100% and bid-ready plans, specifications and estimates (PS&E) for the project as follows: Existing Condition (Base Mapping) – For existing conditions, Kittelson will use the engineering survey that was completed in 2024 for the Alameda County Water District Second Amendment to the Consulting Services Agreement between City of Union City and Kittelson & Associates, Inc. Page 4 of 6 pipeline project. Kittelson will also use the signage inventory that was conducted in December 2024 as part of the initial scope of work. No new survey is assumed. Signage and Striping - Kittelson will prepare pavement delineation and signing plans for each phase. Kittelson will conduct at least one field visit to verify the sign inventory conducted in December 2024 and record any changes. Paving Plans - Kittelson will prepare paving plans that will include slurry seal for the full length of the project. Union City will provide "digout" areas (locations and dimensions) where more extensive pavement rehab is needed. Kittelson will not complete pavement design (e.g. specifying pavement type, depth, etc.). Instead, Kittelson will identify the City-provided locations/limits of pavement “digout” areas and provide call outs to tie into/match existing per relevant standards. The removal of existing traffic striping will be covered by a general note that will apply to all painted/thermoplastic stripes/markings and all raised pavement markers in the project area. Kittelson will identify all manhole covers and utility covers that need to be protected or adjusted to grade. Union City will also provide locations that have been marked for curb/gutter replacement. Kittelson will call out these locations on the paving plans. Any additional work regarding curb and gutter replacement, including 3D design and contractor coordination, is assumed to be outside of this project scope. Tree Trimming Assessment- After 100% design is completed, Kittelson will conduct at least one field visit to identify where there are concerns of vegetation obscuring the visibility of proposed and/or existing signs. Kittelson will provide these locations to Union City so they can determine appropriate actions and coordinate the tree trimming work if applicable. Kittelson does not perform arborist services and will not make specific recommendations about how to remediate visibility issues related to trees and other vegetation. Key Deliverables: Four (4) submittals for the Final Plans, Specifications, and Cost Estimate package: 65%, 95%, 100%, and Bid Ready.
