This agenda item is aligned with the following:

Goal D, Strategy 1: Environmental Sustainability and Infrastructure - Continue the buildout of the City’s Bicycle and Pedestrian network, with an emphasis on closing gaps, addressing safety concerns, and increasing connectivity to the Station District.

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
For the past several decades, a proposed roadway corridor between I-880 in Fremont and Mission Boulevard (Route 238) in Union City, parallel to Decoto Road, was sponsored and managed by Caltrans (Route 84 Corridor) and various Alameda County transportation agencies (East West Connector Project), most recently by the Alameda County Transportation Commission (Alameda CTC).

On March 22, 2018, Alameda CTC approved a request from the City of Union City to be Agenda Item No. 3.7
City Council Staff Report Page 2 of 4 September 22, 2026 the project sponsor for the remaining phases of the East West Connector Project and to update the project description eligible for the remaining commitment from the 1986 Measure B Transportation Expenditure Plan
To better manage the project, the City divided the project into usable segments or phases that included Phase (Segment) 1: 7th Street Connection (7th Street to Mission Boulevard), Phase (Segment) 2: Gateway Connection (Old Alameda Creek to Alvarado-Niles Road), Phase (Segment) 3: 11th Street Connection (11th Street to 7th Street), Phase (Segment) 4: Alvarado-Niles Connection & Grade Separations (BART and Oakland Subdivision) and Phase (Segment) 5: Paseo Padre Parkway & Bike Trail Connection (Paseo Padre Parkway in Fremont to Old Alameda Creek in Union City).

The Quarry Lakes Parkway, City Project No. 18-04, is funded with 1986 Measure B funds, 2014 Measure BB funds, and other transportation funds administered by Alameda CTC.

On June 23, 2021, the California Transportation Commission approved Item 2.4d. (3), Action Item: the conveyance of excess Route 84 state-owned real property referred to as the Gateway Site to Union City, and on July 29, 2021, the City received the recorded Director’s Deed Grant transferring the excess state-owned real property to Union City.

On October 28, 2025, the City Council adopted Resolution No.2025-146 authorizing the dedication of city-owned land as right-of-way, landscape easement, and public utility easement for Phase (Segment) 2 of the Quarry Lakes Parkway (East West Connector) Project, City Project No. 18-04, and authorizing the City Manager to accept such dedication for the new Quarry Lakes Parkway, the realigned Quarry Lakes Drive, and a portion of the existing Alvarado-Niles Road.

Since the above City Council action and through the roadway design refinement, the rightof-way, landscape easement, and public utility easement on Quarry Lakes Parkway and Quarry Lakes Drive have been revised. In addition, Union City has been coordinating with BART (Bay Area Rapid Transit) to secure a roadway easement for a portion of Lotus Pond Common at Alvarado-Niles Road to support a new signalized intersection, including a new sidewalk, street lighting, landscaping, and irrigation.

DISCUSSION
On May 15, 2026, the City and Kimley-Horn entered into a Consulting Services Agreement (C26PW1333) (Agreement) wherein Kimley-Horn will provide the City with professional/surveying services to prepare the Tentative Parcel Map for Phase (Segment) 2 of the Quarry Lakes Parkway, City Project No. 18-04, in the amount of $74,200.

The purpose of the Tentative Parcel Map of the former Caltrans parcels bounded by Old Alameda Creek, Osprey Drive, Alvarado-Niles Road, and the Fremont City limits is to define the public rights-of-way for the new, realigned, and modified roadways and the property boundaries for the future residential development parcels. The map preparation included obtaining survey control and design geometrics from Phase 2 Design Consultant (Mark Thomas), performing meet-and-bound field surveys, and reviewing updated Title Reports.
