EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution authorizing the City Manager to execute the Second Amendment to the Consulting Services Agreement with Kittelson & Associates, Inc. (“Kittelson & Associates”) in the amount of $325,001, for a total not-toexceed contract amount of $600,612, for Final Design and Right-of-Way Services for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project, City Project No. 24-21.

STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:

Goal D, Strategy 1: Environmental Sustainability and Infrastructure - Continue the buildout of the City’s Bicycle and Pedestrian network, with an emphasis on closing gaps, addressing safety concerns, and increasing connectivity to the Station District.

Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.

BACKGROUND
In late 2023, the Metropolitan Transportation Commission (MTC) conducted a solicitation for projects and developed an inventory of projects to be considered for Bus Accelerated Infrastructure Delivery (BusAID) funding, an initiative under the MTC Commission’s Transit Transformation Action Plan (TAP), adopted in September 2021.

On November 26, 2024, the Parties entered into a Consulting Services Agreement (C25PW1055) (“Agreement”) wherein the Consultant will provide the City with Preliminary Design, Environmental Documentation, and Final Design for the Alvarado-Niles Road Agenda Item No. 3.13
City Council Staff Report Page 2 of 3 September 22, 2026 Part-Time Transit Lanes Pilot Project, City Project No. 24-21, in the amount of $275,611.

Union City Transit and Public Works submitted a BusAID Program Grant application on February 23, 2024, for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project (City Project No. 24-21), with assistance from Kittelson & Associates, Inc.

The Project will implement a peak-period bus lane in both directions along Alvarado-Niles Road from Decoto Road to 500 feet west of Almaden Boulevard. The project will entail repurposing the existing parking lane and bike lane into a part-time bus lane. Bicyclists may use the lane during peak periods but are encouraged to use parallel bike routes along Arizona Street.

The capital project consists of bus lane striping and new signage to alert motorists of the time restrictions when on-street parking is prohibited. At intersections, additional signage will be installed to clarify that the curb lane is to be used for right turns and through buses during peak periods.

Kittelson & Associates, Inc., of Oakland, California, was instrumental in securing MTC’s BusAID Program Grant for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project by assisting Union City Transit and Public Works with the grant application process, including the project description and the preparation of required exhibits. Kittelson & Associates is on the Public Works List of Qualified Firms for Traffic Engineering and Transportation Planning and is familiar with Union City’s transportation network and transit providers.

On May 28, 2024, MTC informed Union City that the Commission approved funding the Alvarado-Niles Road Part-Time Transit Lane Pilot Project, City Project No. 24-21, in the amount of $1,703,025, which includes $1,507,688 of Non-federal State Transit Assistance (STA) funds and a required local match of $195,337.

On July 9, 2024, the City Council adopted Resolution No. 6328-24 accepting $1,507,688 from the Metropolitan Transportation Commission’s (MTC) BusAID Grant Program for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project, City Project No. 24-21, and authorizing the City Manager to sign Supplement No. 4 to the Master Funding Agreement with MTC for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project, in a form approved by the City Attorney, for the BusAID Program Grant Budget totaling $1,703,025 with Local Match of $163,724.

The initial scope of work for Kittelson & Associates was approved in October 2024 and covered work for the Planning/Conceptual Design, Preliminary Engineering (PA/ED), and Environmental Documentation (ENV) phases. The primary deliverables for this scope of work were the Existing Conditions Transportation Analysis and the Engineering Concept Design. The engineering concept design was submitted as a draft in November 2025.

These documents underwent review by Union City staff, an outside peer reviewer, and partner agencies MTC and AC Transit. The final versions of the Existing Conditions Transportation Analysis and the Engineering Concept Design were submitted in March 2026.
