RESOLUTION OF THE CITY COUNCIL OF THE CITY OF UNION CITY
AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST
AMENDMENT TO THE CONSULTING SERVICES AGREEMENT WITH
GATES STUDIO IN THE AMOUNT OF $41,930, INCREASING THE
TOTAL NOT-TO-EXCEED CONTRACT AMOUNT TO $340,940, FOR
ADDITIONAL WORK RELATED TO THE REVISION AND UPDATE OF
THE PARKS AND RECREATION MASTER PLAN, CITY PROJECT NO.
24-20, AND APPROPRIATING $41,930 FROM THE PARK-IN-LIEU FUND IN FISCAL YEAR 2026-2027
WHEREAS, the City’s Parks and Recreation Master Plan, adopted in 1999, provides a high-level overview of the City’s parks system but no longer contains the level of data and implementation guidance needed for current park planning; and WHEREAS, on May 13, 2025, the City Council adopted Resolution No. 2025-064, approving a Consulting Services Agreement with Gates + Associates, Inc. in the amount of $299,010 to revise and update the 1999 Parks and Recreation Master Plan; and WHEREAS, the original scope of work included eight components, Tasks A through H, and one optional component, Task I: Optional Services, which was excluded from the original agreement because of the funding available at the time; and WHEREAS, the proposed First Amendment identifies Gates Studio as the successor consultant following a consolidation of Gates + Associates, Inc. and Gates Studio; and
WHEREAS, the proposed First Amendment adds services under Task H: Project Management and Task I: Optional Tasks, including additional coordination meetings, a capital improvement program funding strategy, a staffing assessment, and a parks maintenance operations plan; and
WHEREAS, the proposed First Amendment extends the term of the agreement through December 31, 2027, and increases compensation by $41,930, consisting of $40,080 in fixed fees and up to $1,850 in reimbursable expenses, for a total not-to-exceed contract amount of $340,940; and
WHEREAS, the additional $41,930 will be appropriated from the Park-In-Lieu Fund in Fiscal Year 2026-2027 for City Project No. 24-20.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Union City hereby authorizes the City Manager to execute the First Amendment to the Consulting Services Agreement with Gates Studio, in a form approved by the City Attorney, in the amount of $41,930, increasing the total not-to-exceed contract amount from $299,010 to $340,940, for additional work related to the revision and update of the Parks and Recreation Master Plan, City Project No. 24-20, and extending the agreement through December 31, 2027; and

First Amendment with Gates Studio for Parks Master Plan
BE IT FURTHER RESOLVED that the City Council hereby appropriates $41,930 from the Park-In-Lieu Fund in Fiscal Year 2026-2027 for City Project No. 24-20; and BE IT FURTHER RESOLVED that the City Manager is authorized to take all actions necessary to implement the intent of this Resolution.
