Mayor Singh called the meeting to order at 6:33 PM.

3. ORAL COMMUNICATIONS - Comments Limited to Items on the Special Meeting Agenda
Mayor Singh opened Oral Communications. There being no speakers, Mayor Singh closed Oral Communications.
4. PROCLAMATIONS AND PRESENTATIONS
4.1. Proclamation Recognizing October 7, 2026, as Clean Air Day Mayor Singh read the proclamation aloud and presented it to Transit Manager Adams, who accepted it and provided brief remarks thanking the Council for recognizing Clean Air Day and Union City Transit.

4.2. Proclamation Recognizing September 2026 as National Preparedness Month and Presentation
Mayor Singh read the proclamation aloud and presented it to Emergency Services Coordinator Martinez, who accepted it and delivered a presentation. The Council did not ask questions.
4.3. Presentation from Ava Community Energy
Ava Community Energy Chief Executive Officer Howard Chang delivered a presentation and answered questions from the Council.
4.4. Presentation on Larry Orozco Teen Workshop Renovation Update Supervising Construction Inspector Gutierrez delivered a presentation and answered questions from the Council.
5. ADJOURNMENT
Mayor Singh adjourned the meeting at 7:21 PM.
