CITY COUNCIL

STAFF REPORT
Agenda Item No. 3.7
DATE: October 13, 2026
TO: Honorable Mayor and Members of the City Council
FROM: Joan Malloy, City Manager
SUBJECT: Adopt a Resolution Approving the Newly Established Classifications of Revenue Coordinator and Junior Accountant, Approving a Side Letter with OE3 PEG, and Updating the Classification and Compensation Plan to Include the Classifications of Revenue Coordinator and Junior Accountant

EXECUTIVE SUMMARY
In the FY 2025-2026 and FY 2026-2027 Biennial Budget, the City Council authorized the new Revenue Coordinator and Junior Accountant classifications to address operational needs while creating a sustainable professional career path. Staff recommends that the City Council adopt a resolution approving the newly established Revenue Coordinator and Junior Accountant classifications, approve a side letter with OE3 PEG, and update the Classification and Compensation Plan to include the Revenue Coordinator and Junior Accountant classifications.

STRATEGIC PLAN ALIGNMENT
The program supports Goal B, Governance and Organization Effectiveness, by aligning critical city services with current staffing levels.

BACKGROUND
With the adoption of the FY 2025-2026 and FY 2026-2027 Biennial Budget, the city created Revenue Coordinator and Junior Accountant positions. The Revenue Coordinator classification will streamline revenue collection and administration by guiding other classifications on day-to-day revenue activities, reviewing compliance information, identifying discrepancies, and supporting audits and collection efforts. This position will allow the Revenue Collections Manager to focus on higher-level operational and administrative duties, including maintaining internal controls and accountability, revenue forecasting and long-range planning, overseeing tax and fee compliance programs, interpreting policies and regulations, and overseeing staff performance and development.

The Revenue Coordinator position is intended to increase project completion efficiency.

Agenda Item No. 3.7
City Council Staff Report Page 2 of 3 October 13, 2026
A new classification/compensation and job specification has been developed for this position and is attached as Exhibit A.

The Junior Accountant classification establishes an entry-level professional accounting classification within the Accounting series, with employees expected to take on increasingly complex assignments and greater independence as they gain experience.

The position provides accounting support while developing employees’ knowledge and experience in governmental accounting, budgeting, grants, and financial reporting.

DISCUSSION
The proposed salary for the Revenue Coordinator and Junior Accountant classifications is intended to meet the Finance Department's operational needs, reflect the experience and skills required for the role, and support the programs and services provided by the Revenue and Accounting division. The compensation recommendation was developed after reviewing external market data and evaluating the position’s internal alignment within the job series and division structure. The City also met in good faith with OE3 PEG, as required by law. The salary determination is as follows:

Bargaining
Unit
Classification
Title Step 1 Step 2 Step 3 Step 4 Step 5
OE3: PEG Revenue
Coordinator 8,124 8,524 8,945 9,386 9,849
OE3: PEG Junior Accountant 8,124 8,524 8,945 9,386 9,849 If the City Council adopts the proposed resolution, the City Manager would be authorized to execute a side letter to the Memorandum of Understanding with OE3 PEG to reflect these positions as represented by that bargaining unit.

FISCAL IMPACT
There is no fiscal impact as funding for this position was included in the FY 2025-2026 and FY 2026-2027 Adopted Biennial Budget.

RECOMMENDATION
Staff recommends that the City Council adopt the attached resolution to approve an amendment to the City’s Compensation Plan for the positions of Revenue Coordinator and Junior Accountant, approve a side letter with OE3 PEG, and approve an amendment to the City’s classification and compensation plan and salary schedule in conformance with California Code of Regulations, Title 2, Section 570.5.
