SUBJECT: Adopt a Resolution Designating the Voting Delegate and Alternate Voting Delegate for the National League of Cities 2026 City Summit, November 19–21, 2026, in Nashville, Tennessee
EXECUTIVE SUMMARY
Staff recommends that the City Council adopt a resolution designating Councilmember Jeff Wang as the City’s voting delegate and Vice Mayor Jaime Patiño as the alternate voting delegate for the National League of Cities (NLC) 2026 Annual Business Meeting.
The meeting will take place on November 21 during the City Summit in Nashville, Tennessee. The designations allow Union City to vote on NLC policy and leadership. The resolution appoints the representatives and does not authorize conference or travel spending.
STRATEGIC PLAN ALIGNMENT
This is a routine administrative action to maintain the City’s representation in NLC. It does not directly implement a specific Strategic Plan initiative.
BACKGROUND
NLC’s Annual Business Meeting gives member cities a vote on the National Municipal Policy, which sets the organization’s positions on federal issues affecting cities. Delegates also elect NLC officers and board members and may consider by-law amendments.
Under NLC’s September 24, 2026 notice, each member city designates one voting delegate and may designate one alternate. The City must be in good standing with its membership dues to vote. The person voting must be registered for City Summit and attend the business meeting in person.
DISCUSSION
City Summit’s main conference will be held November 19–21, 2026. NLC’s published schedule lists the Annual Business Meeting for Saturday, November 21, from 2:30 to 4:30 p.m. Central Standard Time.

Councilmember Wang would cast Union City’s votes. Vice Mayor Patiño would serve in his place if Councilmember Wang is unable to participate, subject to NLC’s registration and in-person attendance requirements. The designations apply to the 2026 Annual Business Meeting.
Following Council approval, the City Clerk’s Office will submit the delegate information to NLC. NLC’s September 24 notice lists the registration deadline as Friday, November 20, 2026, at 5 p.m. Eastern Time (2 p.m. Pacific Time).
FISCAL IMPACT
There is no fiscal impact. The resolution designates the City’s voting representatives and does not authorize an expenditure. No additional appropriation is requested for the delegate designation.
RECOMMENDATION
Staff recommends that the Council adopt the resolution designating Councilmember Jeff Wang as voting delegate and Vice Mayor Jaime Patiño as alternate voting delegate for the National League of Cities 2026 Annual Business Meeting on November 21, 2026, in Nashville, Tennessee.
