EXECUTIVE SUMMARY
Staff recommends the City Council adopt a resolution approving the award of a construction contract to Pavement Coatings Company, in the amount of $491,698, and approving a total construction budget in the amount of $542,097 for the Arizona Street Bike Boulevard, City Project No. 25-55.
STRATEGIC PLAN ALIGNMENT
This agenda item is aligned with the following:
Goal D, Strategy 2: Environmental Sustainability and Infrastructure – Implement the City’s capital improvement plan.
BACKGROUND
The City’s 2021 Bicycle and Pedestrian Master Plan (BPMP) identifies Arizona Street as a Class III Bicycle Route. The Arizona Street Bike Boulevard (City Project No. 25-55) is envisioned as an all-ages-and-abilities bicycle route running parallel to Alvarado-Niles Road, providing an alternative path that separates vulnerable cyclists from heavy traffic.
On February 23, 2024, Union City Transit and Public Works submitted a Bus Accelerated Infrastructure Delivery (BusAID) Program Grant application to the Metropolitan Transportation Commission (MTC) for the Alvarado-Niles Road Part-Time Transit Lane Pilot Project (City Project No. 24-21). This pilot project proposes repurposing the existing parking lane and bike lane into an 11-foot part-time, bus-only lane during peak morning and afternoon commute periods, Monday through Friday, along Alvarado-Niles Road between Almaden Boulevard and Decoto Road. The goal is to improve operations and Agenda Item No. 3.8

travel times for Union City Transit (Routes 1, 3, and 5) and AC Transit (Route 97).
To comply with MTC’s Complete Streets Checklist, the pilot project requires an alternative “All Ages and Abilities” bicycle route. The Arizona Street Bike Boulevard project aims to establish this route before the Alvarado-Niles Road Part-Time Transit Lane Pilot opens in Fall 2027.
As part of the transit lane improvements, the existing Class II bike lanes on Alvarado-Niles Road will be upgraded to buffered Class II bike lanes. Cyclists can still use these lanes during non-peak periods on weekdays and throughout the weekend. During peak periods, bicyclists may use the part-time transit lane but will be encouraged to ride along the parallel Arizona Street route.
The City previously entered into a Consulting Services Agreement with Whitlock & Weinberger Transportation, Inc. (W-Trans) (C26PW1121) to provide engineering design support for the Arizona Street Bike Boulevard Project.
On September 16, 2025, City staff and W-Trans presented project details to the Bicycle and Pedestrian Advisory Committee (BPAC). The BPAC discussed the project, raised concerns, and ultimately supported it, noting its potential to improve bicycle safety and the need for related roadway and trail enhancements along the Alameda Creek Trail (Attachment 1).
On September 25, 2025, the Alameda CTC approved $23,000 in FY 2025-2026 Transportation Fund for Clean Air (TFCA) Program funding for Union City’s Arizona Street Bike Boulevard improvements. The City presented a subsequent project update to the BPAC on March 17, 2026 (Attachment 2).
On April 28, 2026, the City Council adopted Resolution No. 2026-045, authorizing submission of an application to MTC for $155,475 in FY 2026-2027 Transportation Development Act (TDA) Article 3 Pedestrian/Bicycle Project Funding for the Arizona Street Bike Boulevard (City Project No. 25-55).
DISCUSSION
The City released and advertised the project plans and specifications on September 4, 2026 (Attachment 3), and on September 29, 2026, the City received seven (7) bids (see Exhibit A). Pavement Coatings Company of Sacramento, California, submitted the lowest responsive and responsible base bid of $491,697.15. The bid was approximately 1.36% above the engineer’s estimate of $485,000.
The City rejected QA Constructors' low bid as non-responsive.
The recommended total construction budget of $540,868 includes the base bid amount of $491,698 and a construction contingency of $49,170, approximately 10% of the construction contract amount.
Construction is expected to start in October 2026 and finish by December 2026.
