RESOLUTION ACCEPTING THE BART TRANSIT COLUMN MURAL
PROJECT UPDATE, APPROVING A REVISED PROJECT TIMELINE,
APPROVING THE REQUEST FOR QUALIFICATIONS AND REQUEST
FOR PROPOSALS, AND APPROVING A BUDGET APPROPRIATION
WHEREAS, the City of Union City adopted a five-year Strategic Plan in 2019. On September 26, 2023, the City Council adopted the Strategic Plan FY 2019-2020 through FY 2024-2025 Final Update, which allowed the Council to review progress and set priorities for the remaining two years of the Strategic Plan. The final update included new strategies for the existing goals; and
WHEREAS, in August 2021, and readopted in September 2023, the City Council included in the Strategic Plan, Goal E. Communication and Outreach, the Strategy:
Collaborate with the Arts and Culture Commission and Bay Area Rapid Transit (BART) to place murals on the BART pillars; and
WHEREAS, the project will place murals on up to ten BART pillars, along Kennedy Park and at Decoto Road, with the mural design depicting the history of the Decoto community; and
WHEREAS, the City of Union City staff, Arts and Culture Commission, and Evelyn Orantes Consulting will lead the BART Mural Project; and WHEREAS, an ad hoc committee of the Arts and Culture Commission developed a BART Mural Project Workplan, for May 1, 2025, through June 30, 2027, intending to complete the mural installation by February 2027, for City Council consideration; and WHEREAS, the scope of the BART Mural Project workplan is comprised of five phases with detailed activities, timelines, and deliverables; and WHEREAS, in Phase I of the workplan, from July 1, 2025, to March 19, 2026, staff implemented extensive community outreach and engagement activities; and WHEREAS, staff and consultants have completed the competitive process for the artist(s) selection that includes a two-step process, Request for Qualifications and Request for Proposals; and
WHEREAS, over the past months, City staff have been working closely with internal departments and with BART to understand the key elements of the project better and better to inform the role and responsibilities of the City, revise the project work plan and timeline, and inform the development of the RFQ and RFP; and WHEREAS, project staff, in consultation with the City’s consultant, BART, and the Finance and Public Works departments, have determined that additional funding of $30,000 is needed to complete the artistic scope of this project successfully.

Accepting the BART Transit Column Mural Project Update
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Union City hereby accepts the BART Transit Column Mural Project update, approves the revised project timeline, and approves the Request for Qualifications and Request for Proposal for artist(s) selection.
BE IT FURTHER RESOLVED that the City Council authorizes the appropriation of an additional $30,000 in funds from the Art in Lieu Fee – Fund 268 to complete the artistic scope of work for the project.
BE IT FURTHER RESOLVED that the City Manager is authorized to take all actions necessary to effectuate the intent of this Resolution, including revisions to the Request for Qualifications and Request for Proposal to make clarifications as necessary and other revisions as deemed appropriate and in a form approved by the City Attorney.
