STAFF REPORT
ITEM NO. 3.
DATE: January 24, 2022
TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: STEPHEN PARKER, ASSISTANT CITY MANAGER
KERI JOHNSON, CITY CLERK
SUBJECT: WORKSHOP TO CONSIDER AND GIVE DIRECTION ON DRAFT
MAPS AND THE REDRAWING OF UPLAND CITY COUNCIL
ELECTION DISTRICT BOUNDARIES
RECOMMENDED ACTION
It is recommended that the City Council review the submitted draft maps and provide direction to staff.
GOAL STATEMENT
The proposed action supports the City's goal to comply with all state regulations.
BACKGROUND
The City Council must conduct at least four public hearings (two hearings before any maps are drawn, and at least two hearings after maps are drawn) to take public input on redistricting and the drawing of final districts maps, including which districts map should be selected. The first three public hearings were held on September 13, 2021, October 25, 2021, and January 10, 2022.
During the January 10, 2022 public hearing, the City Council reviewed draft maps and received input from members of the public. The City Council then provided direction to the City's consultant, Jeff Simonetti with National Demographics Corporation, regarding the changing of current district boundaries to try and reduce the population deviation between districts.
ISSUES/ANALYSIS
The purpose of tonight's workshop is to receive further public input on the draft maps, and discuss and provide any comments to staff regarding which final map product the City Council would like to consider.
The City's consultant, National Demographics Corporation (NDC), has prepared draft maps based on direction from the Council (Plans 105 and 106) which are attached to this staff report. In addition maps submitted by the public are being processed by the demographer for consideration by the Council.
Maps for City Council Consideration and 4th public hearing Maps must be submitted no later than January 27, 2022 by 6 p.m. to be included for consideration by the City Council. Each map will be evaluated by National Demographics Corporation to determine which maps meet the standards established by the relevant legal authority (equal population in the districts, Federal Voting Rights Act compliance, no racial gerrymandering, address communities of interest, compactness of the districts, contiguous districts, respect for voters' wishes and continuity in office, and visible (natural and man- made) boundaries). Maps together with its demographic analysis, will be publicly posted on the City's website on Monday, February 7, 2022 at www.uplandca.gov/redistricting-2020 . The Council will hold the 4th redistricting hearing on February 14, 2022 where Council will consider introducing an Ordinance to adopt a Council Election District Map.
FISCAL IMPACTS
The costs associated with the redistricting process have been budgeted in the FY 2021-22 Budget. No additional appropriation is necessary.
ALTERNATIVES
Provide alternative direction to staff.
