PREPARED BY: STEPHEN PARKER, CPA, ASSISTANT CITY MANAGER

KERI JOHNSON, CITY CLERK
SUBJECT: RATIFICATION OF PROCLAMATION DECLARING THE EXISTENCE

OF A LOCAL EMERGENCY RELATED TO THE EXTREME

WINDSTORM EVENT

RECOMMENDED ACTION
It is recommended that the City Council adopt a Resolution ratifying the Director of Emergency Services Proclamation declaring an emergency caused by the extreme windstorm that commenced on January 21, 2022.

GOAL STATEMENT
The proposed action supports the City's goal to protect the public order and the health, safety, and general welfare of the community.

BACKGROUND
On January 21, 2022, the City of Upland experienced an extreme windstorm with winds over 80 miles per hour. The storm caused widespread power outages and severe damage to trees, homes, businesses, vehicles, sidewalks, and roadways.

California Government Code Section 8630 empowers a designated official of a city to proclaim a local emergency as that term is defined in Government Code Section 8558. Upland Municipal Code Section 2.20.050 designates the City Manager as the Director of Emergency Services.

In the interest of public health and safety, on January 26, 2022, the City Manager, acting in his capacity as Director of Emergency Services, took steps to proclaim the existence of a local

emergency by signing a Proclamation declaring the existence of a local emergency caused by an extreme windstorm event.

ISSUES/ANALYSIS
The City's ability to mobilize local resources, coordinate interagency response, accelerate procurement of vital supplies, use mutual aid, and seek future reimbursement by the State and Federal governments will be critical to successfully responding to damage caused by the windstorm.

The Proclamation declaring the emergency and signed by the Director of Emergency Services is subject to City Council ratification within seven (7) days.

FISCAL IMPACTS
The fiscal impact of the extreme windstorm is in excess of $300,000.

ALTERNATIVES
Provide alternative direction to staff.
