MINUTES OF A SPECIAL MEETING OF THE
UPLAND CITY COUNCIL
JANUARY 31, 2022
1. CALL TO ORDER AND ROLL CALL OF THE CITY COUNCIL
The special meeting of the Upland City Council was called to order by Mayor Bill Velto at 3:00 p.m.
Present: Mayor Bill Velto, Council Members Carlos A. Garcia, Shannan Maust, and Rudy Zuniga
Absent: Council Member Janice Elliott
Staff: City Manager Michael Blay and City Clerk Keri Johnson
2. ORAL COMMUNICATIONS None
4. RATIFICATION OF PROCLAMATION DECLARING THE EXISTENCE OF A LOCAL
EMERGENCY RELATED TO THE EXTREME WINDSTORM EVENT
City Manager Michael Blay presented the staff report which is on file in the City Clerk's office.
Mr. Blay answered questions posed by the Council regarding the use of funds and the projected timeline to receive reimbursement.
Motion by Councilmember Garcia to adopt Resolution No. 6636 ratifying the Director of Emergency Services Proclamation declaring an emergency caused by the extreme windstorm that commenced on January 21, 2022, seconded by Councilmember Zuniga, and carried with Councilmember Elliott absent.
5. ADJOURNMENT
Mayor Velto adjourned the workshop at 3:06 p.m. The next regular meeting of the City Council is Monday, February 14, 2022.
