MINUTES OF THE SPECIAL WORKSHOP OF THE
UPLAND CITY COUNCIL
May 9, 2022
OPENING The special workshop of the Upland City Council was called to order by Mayor Bill Velto at 5:03 p.m. in the Carnegie Building at 123 East D Street.
1. ROLL CALL
Present: Mayor Bill Velto, Council Members Janice Elliott, Carlos Garcia, Shannan Maust, and Rudy Zuniga (arrived at 8:23 p.m.)
Staff: City Manager Michael Blay, City Attorney Stephen P. Deitsch, and City Clerk Keri Johnson
2. ORAL COMMUNICATIONS
Natasha Walton, questioned funds that were allocated for a "sports park" development and requested that the city reach out to residents for input during the planning stages of the park design.
3. FISCAL YEAR 2022-23 BUDGET WORKSHOP
Assistant City Manager Parker presented a detailed overview of the proposed 2022-23 budget along with a PowerPoint presentation which is on file in the City Clerk's office. Department heads then provided an overview of individual department budgets and answered questions posed by the Council.
At 6:33 p.m. Mayor Velto called a recess and the City Council reconvened in open session at 8:23 p. M.
Assistant City Manager Parker presented information on the General Government and Administrative Services Department budgets.
Motion by Councilmember Garcia to direct staff to prepare the budget for consideration by the City Council at the June 13, 2022 City Council meeting, seconded by Councilmember Zuniga, and carried unanimously.
4. ADJOURNMENT
Mayor Velto adjourned the meeting at 8:34 p.m. The next regular meeting of the City Council is Monday, May 23, 2022.
