MINUTES OF THE SPECIAL MEETING OF THE
UPLAND CITY COUNCIL
DECEMBER 12, 2022
OPENING The special meeting of the Upland City Council was called to order by Mayor Bill Velto at 6:00 p.m. in the Council Chamber of the Upland City Hall.
1. ROLL CALL
Present: Mayor Bill Velto, Council Members Janice Elliott, Carlos A. Garcia, Shannan Maust, and Rudy Zuniga
Staff: City Manager Michael Blay, Assistant City Attorney Thomas Rice, and City Clerk Keri Johnson
2. ORAL COMMUNICATIONS None
3. CERTIFICATION OF GENERAL MUNICIPAL ELECTION RESULTS - NOVEMBER 8, 2022 City Clerk Johnson presented the staff report which is on file in the City Clerk's office.
Motion by Councilmember Garcia to adopt Resolution No. 6701 reciting the fact of the General Municipal Election held on November 8, 2022, declaring the results and such other matters as provided by law, seconded by Councilmember Zuniga, and carried unanimously.
4. RECOGNITION OF CITY COUNCIL MEMBER JANICE ELLIOTT
Special recognitions were presented to Councilmember Elliott honoring her years of service.
A Proclamation was presented to Councilmember Janice Elliott honoring her for her years of dedicated and loyal service to the City of Upland.

City Clerk Johnson administered the Oath of Office to newly elected Councilmembers James Breitling, Carlos A. Garcia, and Rudy Zuniga.
Comments were made the newly elected officials.
6. ADJOURNMENT
Mayor Velto adjourned the meeting at 6:27 p.m. The next regular meeting of the City Council is Monday, December 12, 2022 at 7 p.m.
