GOAL STATEMENT
The proposed action supports the City’s goal to participate in activities in developing policies for California cities.

BACKGROUND
The League of California Cities will hold its Annual Conference from September 20, 2023 through September 22, 2023 in Sacramento. These resolutions establish League policy to guide cities and the League in its efforts to improve the quality, responsiveness, and vitality of local Government in California. Cal Cities bylaws state each member city is entitled to one vote on matters affecting League or municipal policy, and a City’s voting delegate, and up to two alternates, must be designated by the City Council.

1400 K Street, Suite 400, Sacramento, CA 95814 • 916.658.8200 • calcities.org DATE: Wednesday, June 21, 2023
TO: Mayors, Council Members, City Clerks, and City Managers RE: DESIGNATION OF VOTING DELEGATES AND ALTERNATES
League of California Cities Annual Conference and Expo, Sept. 20-22, 2023, Sacramento SAFE Credit Union Convention Center
Every year, the League of California Cities convenes a member-driven General Assembly at the Cal Cities Annual Conference and Expo. The General Assembly is an important opportunity where city officials can directly participate in the development of Cal Cities policy.

Taking place on Sept. 22, the General Assembly is comprised of voting delegates appointed by each member city; every city has one voting delegate. Your appointed voting delegate plays an important role during the General Assembly by representing your city and voting on resolutions.

To cast a vote during the General Assembly, your city must designate a voting delegate and up to two alternate voting delegates, one of whom may vote if the designated voting delegate is unable to serve in that capacity. Voting delegates may either be an elected or appointed official.

Please complete the attached voting delegate form and email it to Cal Cities office no later than Monday, August 28.

New this year, we will host a pre-conference information session for voting delegates to explain their role. Submitting your voting delegate form by the deadline will allow us time to establish voting delegate/alternate records prior to the conference and provide pre- conference communications with voting delegates.

Please view Cal Cities’ event and meeting policy in advance of the conference.

Action by Council Required. Consistent with Cal Cities bylaws, a city’s voting delegate and up to two alternates must be designated by the city council. When completing the attached Voting Delegate form, please attach either a copy of the council resolution that reflects the council action taken or have your city clerk or mayor sign the form affirming that the names provided are those selected by the city council.

Please note that designating the voting delegate and alternates must be done by city council action and cannot be accomplished by individual action of the mayor or city manager alone.

Council Action Advised by August 28, 2023

Page 13 of 114 ends

Conference Registration Required. The voting delegate and alternates must be registered to attend the conference. They need not register for the entire conference; they may register for Friday only. Conference registration is open on the Cal Cities website.

For a city to cast a vote, one voter must be present at the General Assembly and in possession of the voting delegate card and voting tool. Voting delegates and alternates need to pick up their conference badges before signing in and picking up the voting delegate card at the voting delegate desk. This will enable them to receive the special sticker on their name badges that will admit the voting delegate into the voting area during the General Assembly.

Transferring Voting Card to Non-Designated Individuals Not Allowed. The voting delegate card may be transferred freely between the voting delegate and alternates, but only between the voting delegate and alternates. If the voting delegate and alternates find themselves unable to attend the General Assembly, they may not transfer the voting card to another city official.

Seating Protocol during General Assembly. At the General Assembly, individuals with a voting card will sit in a designated area. Admission to the voting area will be limited to the individual in possession of the voting card and with a special sticker on their name badge identifying them as a voting delegate.

The voting delegate desk, located in the conference registration area of the SAFE Credit Union Convention Center in Sacramento, will be open at the following times:

Wednesday, Sept. 20, 8:00 a.m.- 6:00 p.m. and Thursday, Sept. 21, 7:30 a.m.- 4:00 p.m. On Friday, Sept. 22, the voting delegate desk will be open at the General Assembly, starting at 7:30 a.m., but will be closed during roll calls and voting.

The voting procedures that will be used at the conference are attached to this memo.

Please share these procedures and this memo with your council and especially with the individuals that your council designates as your city’s voting delegate and alternates.

Once again, thank you for completing the voting delegate and alternate form and returning it to Cal Cities office by Monday, Aug. 28. If you have questions, please contact Zach Seals at [email protected].

TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: STEPHEN PARKER, CPA, ASSISTANT CITY MANAGER

TERRY DOYLE, DEPUTY DIRECTOR OF HUMAN RESOURCES/RISK MANAGEMENT SUBJECT: CONSIDER APPROVING THE RECLASSIFICATION OF TWO PART -TIME PARK

RANGER POSITIONS TO ONE FULL-TIME PARK RANGER POSITION

RECOMMENDED ACTION:

It is recommended that the City Council approve the reclassification of two (2) part-time Park Ranger positions to one (1) full-time Park Ranger position and approve a budget adjustment of $22,291 from fund balance in the General Fund.

GOAL STATEMENT
The proposed action supports the City’s goal to recruit and retain qualified employees.

BACKGROUND
In the 2022-2023 Fiscal Year Budget the Council approved four (4) part-time Park Ranger positions. The Park Ranger Program was a newly created program to enhance the Police Department’s ability to maintain safety in the City’s parks and facilities. In addition, it was designed to support visitor safety, create a patrol unit specifically designated for enforcement of applicable regulations and laws pertaining to the use of City parks, trails, and facilities, as well as to ensure appropriate use of City-owned lands and facilities by visitors to Upland.

Due to difficulties in filling and maintaining the part-time Park Ranger positions, City Council approved a reclassification of 2 part-time Park Ranger positions to 1 full-time position in conjunction with the approval of the FY 23/23 budget on June 12, 2023.

ISSUES AND ANALYSIS
The recruitment for part-time Park Ranger has been a challenging one for Human Resources as the Division has had to open three (3) separate recruitments to find interested candidates. The first recruitment was opened on May 6, 2022 through June 10, 2022 and resulted in 28 applicants which resulted in two (2) successful candidates being hired effective January 26, 2023.

The second recruitment was opened on September 22, 2022 through October 14, 2022. This recruitment resulted in twenty-seven applicants of which none were qualified for the position. A third recruitment was conducted on March 8, 2023 through March 27, 2023, with a total of twenty (20) applications received. This recruitment also did not result in any qualified candidates.

As of June 26, 2023, the two (2) part-time Park Rangers the City did hire have resigned their positions for other opportunities. The City has reevaluated this program and determined a full-time position would draw a better pool of interested candidates for the position. Therefore, the City is recommending that we take the remaining two (2) part - time Park Ranger positions and reclassifying them into one (1) full -time position. The previous two (2) vacant part- time Park Ranger positions were reclassified into a full-time position during the 2023-2024 budget.

This position has been determined to be part of the Upland City Employees Association (UCEA). UCEA has been notified of that decision.

Section 9. Compliance with California Environmental Quality Act. The City Council finds that this Resolution is not subject to the California Environmental Quality Act (“CEQA”) pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the State CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly.

DATE: July 24, 2023
TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: STEPHEN PARKER, ASSISTANT CITY MANAGER
SUBJECT: CONSIDER ADOPTING A RESOLUTION APPROVING A TRANSFER OF FUND BALANCE TO SECTION 115 TRUSTS AND OTHER CITY COUNCIL DESIGNATED

ACCOUNTS

RECOMMENDED ACTION:

It is recommended that the City Council adopt a Resolution approving a transfer of fund balance to Section 115 Trusts and other City Council designated accounts in conjunction with the General Fund Reserve Policy.

GOAL STATEMENT
The proposed action supports the City’s goal of providing sound fiscal stewardship for the City of Upland .

BACKGROUND
On June 14, 2021, the City Council adopted a Resolution establishing a General Fund Reserve Policy in conjunction with the Fiscal Year 2021/22 Budget adoption (see attachment 2).

On December 13, 2021, the City Council approved the transfer of $10 million from the City’s Section 115 Pension Trust and make an additional discretionary payment to CalPERS of the same amount.

On April 22, 2022, as the final step in implementing the BLAST Pension Strategy, the City Council and the City of Upland Financing Authority adopted Resolutions authorizing execution and delivery of a site lease, a lease agreement, and other related documents in connection with entering into a lease obligation and lease financing arrangement with the Water and Sewer Funds. In addition, they authorized an additional discretionary p ayment to CalPERS totaling $20.5 million.

On April 10, 2023, the City Council receive and filed the Annual Comprehensive Financial Report (ACFR) for Fiscal Year 21/22 (the period ending June 30, 2022).

ISSUES AND ANALYSIS
The City’s General Fund Reserve Policy adopted on June 14, 2021, lays out a methodology for allocating any year - end operating surplus to six established reserves. As a part of implementing the BLAST Pension Strategy in December 2021 and April 2022, $30.5 million was remitted to CalPERS in two additional discretionary payments. (Note, an additional $15,255,448 from the City’s Enterprise Fund was also remitted in December 2021 as a part of BLAST, but that payment does not have any bearing on this agenda item.)

In the FY 21/22 ACFR, the City’s General Fund reflected a year-end operating surplus of $3,107,907 prior to a $30 .5 million payment towards the unfunded pension liability. Governmental Accounting Standards Board (GASB) provides guidance for requirements of what to report in financial statements and how General Fund reserves are to be recorded in the ACFR. In following GASB guidance, the General Fund reflected a loss of $27,392,093 as a result of the $30.5 million in payment to CalPERS.

As a result of the loss reflected on the FY 21/22 financial statements, the General Fund Reserve Policy’s allocation of year-end operating surplus to six established reserves did not take place. However, $10 million of the $30.5 million payment to CalPERS came from the City’s Section 115 Pension Trust, which was previously recorded in the financial statements as restricted cash and did not result in the reduction of any cash in the General Fund.

In addition, the $20.5 million payment to CalPERS in April 2022 came after the City received a $20.75 million investment by the Water and Sewer Funds in a lease agreement of the General Fund. While the City’s General Fund

Page 63 of 114 ends

will need to pay back the amount that was invested in the lease agreement with interest, it will be over the course of 15 years in conjunction with the promissory notes signed by the City of Upland Financing Authority. As such, there was no decrease in General Fund cash as a result of the $20.5 million payment to CalPERS. In addition, had the City borrowed the money to remit to CalPERS from an external source, the $20.5 million expense would not have even been reflected in the General Fund.

As the $30.5 million in payments to CalPERS did not result in a material decrease of cash in the General Fund, staff recommends that City Council formalize a resolution that calls for the transfer of fund balance to Section 115 Trusts and other City Council designated accounts in conjunction with the General Fund Reserve Policy for FY 2021/22 despite a negative unallocated fund balance being recorded in the ACFR.

The attached resolution authorizes transfers to take place in conjunction with the General Fund Reserve Policy:

 A transfer of $2,100,000 to the Economic Uncertainty Reserve, as 22.5% of the General Fund operating expenditures has grown with the City’s budget the last couple of fiscal years.  5% of the year-end operating surplus to be transferred to the General Plan Update Reserve ($50,395)  15% of the year-end operating surplus to be transferred to the Building Replacement and Maintenance Reserve ($151,186)
 30% of the year-end operating surplus to be transferred to the Infrastructure Improvement Reserve ($302,372)  40% of the year-end operating surplus to be transferred to the Pension Stabilization Section 115 Trust ($403,163)
 5% of the year-end operating surplus to be transferred to the OPEB Section 115 Trust ($50,395)

ENVIRONMENTAL DETERMINATION
The proposed action is not subject to the California Environmental Quality Act (CEQA). Section 15378 of the CEQA Guidelines defines a project subject to CEQA. The proposed action is not included within the definition of a “project” and thus is exempt.

FISCAL IMPACTS
The attached resolution calls for any necessary adjustments to the budget to reflect the one -time transfers directed herein to take place. Any transfers would be from fund balance to either a Section 115 Trust or another reservation of fund balance. As such, there is no fiscal impact associated with this action.

ALTERNATIVES
Provide alternative direction to staff.

DATE: July 24, 2023
TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: BRADEN YU, PUBLIC WORKS DIRECTOR

JOHN ROBLES, UTILITIES MANAGER
SUBJECT: CONSIDER APPROVAL OF BLANKET PURCHASE ORDERS FOR PUBLIC WORKS

UTILITIES DIVISION

RECOMMENDED ACTION:

It is recommended that the City Council approve various Public Works blanket purchase orders.

GOAL STATEMENT
The proposed action supports the City's goal to maintain asset protection and management that ensures the infrastructure is effectively renewed, replaced, and maintained.

BACKGROUND
The Public Works Department maintains a wide range of City infrastructure including, but not limited to streets, sidewalks, parks, park playground structures, park lighting, park restroom facilities, citywide signage, trees, water, and sewer lines, and building facilities. In order to properly maintain this infrastructure, Public Works staff regularly purchases general hardware, materials, and equipment. Staff utilizes several vendors for these purchases throughout the year, resulting in multiple purchases in small dollar amounts. However, the cumulative amount of these purchases may exceed the City Manager’s annual purchasing authority for each vendor of $50,000.

This issue can be resolved through the issuance of City Council approved annual Blanket Purchase Orders (“BPOs”).

Chapter 2.48 – Purchasing of the Upland Municipal Code (“UMC”) requires that the purchase of supplies and equipment be conducted through either a formal (UMC section 2.48.090) or informal (UMC section 2.48.100) bid procedure. However, UMC section 2.48.140 provides that the City Manager “may contract for supplies, equipment, services or leases without observing the procedures required in this chapter [2.48]” with approval.

ISSUES AND ANALYSIS
It remains imperative that the Public Works Department have the ability to effectively purchase hardware supplies and/or tools, etc. from local vendors on a regular basis. Blanket Purchase Orders (BPO) provi de efficient control of the purchases of supplies and facilitates the acquisition of small dollar items ($10,000 or less per item) needed for daily operations that are otherwise uneconomical to store or to procure through formal bidding processes. The BPO s in the amounts requested, exceed the $50,000 signing authority of the City Manager as prescribed in the City's Purchasing Policy and Procedure Manual. Therefore, staff are requesting that the City Council approve the following vendor BPOs to ensure citywide operational efficiency and continuity.

Section 6 of the City’s Purchasing Policy outlines “Purchasing Exemptions”. This includes purchases that are not readily adaptable to the informal and formal bidding process. These purchases are generally for items where the competitive bid process is not applicable or where a check is required to accompany the order, which include “General Supply Stores”. The following vendors meet the requirements of a “General Supply Store” and staff is requesting approval of a BPO for these vendors.

 Holliday Rock Company, Inc (Holliday Rock): Holliday Rock supplies construction materials such as rock, sand, gravel, asphalt, and concrete and their main office and quarry are located at 1499 N. Benson Ave, which is across the street from the Public Works facility. Due to their location and on-hand inventory, Holliday Rock has a substantial advantage in delivery, convenience, and responsiveness to the City of Upland and as a result, Public Works can get material at all times of day and/or night as well as during emergencies

Page 73 of 114 ends

(i.e., rainstorm). In addition, since Holliday Rock is a local vendor and has an Operating Covenant Agreement with the City, the City receives local sales tax revenues for all purchases from Holliday Rock.

 Jones Chemical Inc. (JCI): Jones Chemical provides chemicals for water treatment for water purification.

Their offices are approximately 53 miles (54-minute drive) away from the Public Works Yard. JCI provides the City Utilities Division with gas chlorine for use in water treatment.

 Lowe's (Lowes): Lowes is a home improvement and hardware retailer that operates approximately 2,197 chain retail stores in the United States and Canada. The local Lowe’s store is located within a quarter mile of the City’s Public Works Yard, which saves staff time and storage. The City also utilizes the Lowe’s credit card service, which provides up to a 5% discount on all purchases at time of purchase.

 Matt–Chlor, Inc (Matt-Chlor): Matt-Chlor is a “One Stop Shop” that provides chemicals, disinfection parts, equipment and systems made by a broad range of manufacturers to the water treatment and wastewater treatment industries. Their offices are approximately 33 miles (38-minute drive) away from the Public Works Yard. Matt-Chlor provides chlorine tablets, bulk bleach, and replacement equipment such as injector and chlorine gas equipment for the City Utilities Division.

 S & J Pipe Supply Company (S&J Supply): S&J Supply is a wholesale water works distributor located in Southern California, with facilities in Santa Fe Springs and Temecula. S&J Supply has been supplying pipeline materials to the City for over ten-years, and Southern California municipalities and the construction industry since 1987.

Section 6 also address “Purchasing Exemptions” for payments to “Other Governmental Agencies” and “Utilities”.

The following vendors meet the requirements of a “Other Governmental Agencies” or “Utilities” and staff is requesting approval of a BPO for these vendors.

 Chino Basin Water Master (CBWM): The City of Upland owns production rights in the Chino Basin Groundwater Basin and accounts for approximately 11% of the City’s water supply annually. The Chino Basin is one of the largest groundwater basins in Southern California and covers about 230 square miles of the upper Santa Ana River Watershed. The Basin is bounded by the Cucamonga Basin and the San Gabriel Mountains to the north; the Rialto-Colton Basin to the northeast; the chain of Jurupa, Pedley, and La Sierr a Hills to the southeast and south; the Temescal Basin to the south; the Chino and Puente Hills to the southwest; and the Spadra Basin, San Jose Hills and the Six Basins to the northwest. The San Antonio Creek and Cucamonga Creek drain the Chino Basin area southward and flow into the Santa Ana River. The Chino Basin lies within the Counties of Los Angeles, Riverside and San Bernardino and it includes the Cities of Chino, Chino Hills, Eastvale, Fontana, Montclair, Ontario, Pomona, Rancho Cucamonga and Uplan d.

 Inland Empire Utilities Agency (IEUA): IEUA provides water (imported and recycled water) services and wastewater treatment services to seven cities in the Inland Empire: Chino, Chino Hills, Fontana, Montclair, Ontario, Rancho Cucamonga, and Upland. The Agency's service area covers 242 square miles and approximately 700,000 people. The agency is also a biosolids and fertilizer treatment provider and remains a leader in protecting the quality of the area's groundwater. IEUA was formed in 1950 as the Chino Basin Municipal Water District (CBMWD) and joined MWD in the same year. In 1998 CBMWD changed its name to the Inland Empire Utilities Agency (IEUA).

 San Antonio Water Company (SAWCo): The San Antonio Water Company is a non-profit mutual water company providing water to its shareholders and the City of Upland is its largest shareholder, owning approximately 70% of the total SAWCo shares. This allows the City to purchase water supplies through SAWCo various water sources including groundwater from the Cucamonga, Chino and Six Basins; and Canyon water through the Cities San Antonio Water Treatment Plant. It is a very important source of supply accounting for approximately 45% of the Cities total water supply.

 Six Basin Watermaster (6BWM): The City of Upland owns production rights in the Six Basin Groundwater Basin and accounts for approximately 5% of the City’s water supply annually. The Six Basins are a group of adjacent groundwater basins, located just south of the San Gabriel Mountains in eastern Los Angeles and western San Bernardino Counties. Groundwater is pumped from the Six Basins primarily by public water - supply agencies and mutual water companies that supply water for municipal uses.

Page 74 of 114 ends

 Water Facilities Authority (WFA): The Water Facilities Authority is a Joint Powers Authority governed by its member agencies: Chino, Chino Hills, Monte Vista Water District, Ontario, and Upland . Its service area covers approximately 135 square miles within the upper Santa Ana River watershed. The WFA owns and operates a surface water treatment plant called Agua de Lejos Treatment Plant, which began operations in 1988 and is located in the City of Upland. This treatment plant treats imported water supplies, primarily state project water, purchased from Metropolitan Water District to supplement local groundwater supplies.

Imported Water from the WFA account for approximately 27% of the City’s a nnual total water supply.

 West End Consolidated Water Company (WECWC): The City of Upland owns approximately 91% of the total WECWC shares, and accounts for approximately 12% of the City’s total annual water supply. This allows the City to purchase water supplies through WECWC various water sources including groundwater from the Cucamonga, Chino and Six Basins.

Section 11.3 of the City’s Purchasing Policy outlines sole source procurements. In this section, commoditi es, and services, which can be obtained from only one vendor are exempt from competition bidding. Sole source purchases may include proprietary items sold directly from the manufacture; items that have only one distributor authorized to sell in this area; or a certain product that has been proven to be the only product acceptable (including items that the City has standardized upon). The City has standardized on following vendors equipment, and/or services and staff is requesting approval of a BPO for these vendors as sole source vendors.

 Armorcast Products Company, Inc (Armorcast): The City has standardized on Armorcast meter boxes and vaults where applicable. Manufactured from polymer concrete, they are four times stronger and 75% lighter than standard concrete meter boxes and vaults. These products are unaffected by moisture and hold up better to the crushing strength of tree roots. The lighter weight of the product aids in reducing back injuries during installation, the potential injuries from pedestrians stepping into a damaged parkway enclosure, enhances the property with an attractive alternative to conceal the utility, and provides easy access to the infrastructure.

 Badger Meter, Inc (Badger Meter): The City has standardized on Badger Meters for water meters to collect consumption data for water billing purposes. These meters have a consistent useful life of fifteen years (15 - yrs) before accuracy declines to a level where lost revenue outweighs the replacement cost of a new meter.

 Eurofins Eaton Analytical, Inc (Eurofins): Daily, weekly, monthly, quarterly, and annual drinking water samples are required by the State Water Resources Control Board (SWRCB), and the United States Environmental Protection Agency (USEPA) to ensure that potable water meets all State and Federal Drinking Water Standards. The Environmental Laboratory Accreditation Program (ELAP) provides evaluation and accreditation of environmental testing laboratories to ensure the quality of analytical data used for regulatory purposes to meet the requirements of the State's drinking water. Eurofins is the closest ELAP certified laboratory that can analyze all the samples collected by city staff and reports the results directly to the SWRCB and USEPA.

 Metron-Farnier, LLC (Metron-Farnier): The City has standardized on Metron-Farnier for meter registers, which uses a cellular network to obtain meter data wirelessly. On October 25, 2021, the City Council approved a purchase order for Metron-Farnier and the new meters have provided the City with 100% signal reliability and no dead spots.

ENVIRONMENTAL DETERMINATION
These Blanket Purchase Orders are not considered a project under the California Environmental Quality Act (CEQA) and are Exempt from CEQA.

FISCAL IMPACTS

DATE: July 24, 2023
TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: STEPHEN PARKER, CPA, ASSISTANT CITY MANAGER

LONDA BOCK-HELMS, CPA, FINANCE OFFICER

TRACY SENDLDORFER, UTILITY BILLING & CUSTOMER SERVICE SUPERVISOR SUBJECT: PUBLIC HEARING TO CONSIDER DELINQUENT WATER, SEWER, AND REFUSE

SERVICE CHARGES TO BE COLLECTED ON THE TAX ROLL

RECOMMENDED ACTION:

It is recommended that the City Council conduct a public hearing, accept the report of delinquent water, sewer, and refuse service charges, and authorize the delinquent charges to be placed on the tax roll.

GOAL STATEMENT
The proposed action supports the City’s goal to manage the City's resources in a fiscally responsible manner.

BACKGROUND
Pursuant to Health & Safety Code Sections 5473 and 5473a, on June 9, 2014, the City Council elected to have delinquent charges for water and sewer service collected on the property tax roll. Subsequently, on April 13, 2015, pursuant to Health & Safety Code Sections 5473 and 5473a, the City Council elected to have delinquent refuse service collected on the tax roll as a special assessment. Placing these delinquent charges on the property tax roll as a special assessment allows the City to recoup this revenue for services already provided.

ISSUES AND ANALYSIS
Each year the City prepares a “Finance Officer's Lien Schedule” of all delinquent accounts due to the City, for placement on the property tax rolls pursuant to Sections 38790.1 and 25831 of the Californ ia Government Code. Pursuant to Health & Safety Code Sections 5473 and 5473.11, this written report contains the amount of all delinquent water, sewer and refuse service accounts that have been unpaid for a least 60 days and a description of each parcel of real property with such an account. This year, a total of 42 delinquent accounts were identified.

Notification of the public hearing and the City’s intent to place the delinquent account balance on the tax roll was sent by mail on July 03, 2023 and was published in the Inland Valley Daily Bulletin on July 7 and 14, 2023. This provided the property owner with the opportunity to pay the delinquent charges or provide proof that the delinquent account balance was incurred before acquiring the property.

The total due on the 38 delinquent accounts is $37,704.84. A detail of all delinquent accounts is included in the attached Finance Officer's Lien Schedule. A final list will be created, after applying any payments, credits and other adjustments received by close of business on August 3, 2023. All accounts still delinquent after that date will be submitted to the County Auditor-Controller's Office on August 10, 2023 in order to be placed on the County property tax rolls for collection. All amounts collected by the County will subsequently be remitted to the City.

FISCAL IMPACT
As of the publication date of this report, staff is presenting 38 accounts with delinquent amounts outstanding on their water, sewer or refuse bills that had not been paid in more than 60 days. The total amount outstanding for water, sewer or refuse service charges is $40,706.84, which includes an administrative fee of $79.00 for each delinquent

Page 107 of 114 ends

account, as established by Resolution No. 6658, will be added to the amount of the assessment on the property to offset the City’s cost, as well as the County fee for processing submitted assessments.

ALTERNATIVES
Provide alternative direction to staff.

CEQA: Not a Project
