SUBJECT: CONSIDER APPROVAL OF A BUDGET ADJUSTMENT FOR VEHICLE PARTS AND

REPAIRS
RECOMMENDED ACTION:

It is recommended that the City Council approve a net zero budget adjustment in the amount of$120,000 to allow for the purchase of vehicle parts and repairs.

GOAL STATEMENT
The proposed action supports the City's goal of providing timely customer service and ensuring an expedited development review process.

BACKGROUND
The Fiscal Year 2024/25 Budget includes three full-time positions wholly within the Fleet Maintenance Division of Public Works.

ISSUES AND ANALYSIS
Despite multiple recruitments, the Fleet Division is currently void of full-time employees other than the Operations Supervisor, who also oversees other divisions within the Public Works Department.

For years the City has engaged local vendors to provide parts and servicing of City fleet vehicles. With the existing vacancies in the division, these vendors are being relied upon even more. At this time, there is$155,000 in available salaries and benefits in the Fleet Maintenance Internal Service Fund, but additional funds are needed for engaging local vendors to repair and service the vehicles.

This staff report would transfer$120,000 of salaries and benefits to Vehicle Parts/Repairs in the Fleet Maintenance Internal Service Fund. Due to timing and contractual obligations, the proposed budget transfer is being taken ahead of the mid-year budget review.

ENVIRONMENTAL DETERMINATION
This is not considered a "project" under the California Environmental Quality Act (CEQA) pursuant to Section 15378(b)(4)of the CEQA Guidelines. Under this section, a project under CEQA does not include the creation of a government funding mechanism or other government fiscal activities, which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment.

FISCAL IMPACTS
The vacancies of personnel in the Fleet Division resulted in over$120,000 in budget savings from unused salary and benefits. This item will transfer$120,000 of salaries and benefits to Vehicle Parts/Repairs in the Fleet Maintenance Internal Service Fund, which will result in a net zero effect on the budget.

ALTERNATIVES
Provide alternative direction to staff.

CEQA:Not a Project.
