1. CALL TO ORDER AND ROLL CALL
The special meeting of the Upland City Council was called to order by Mayor Bill Velto at 4:01 p.m. in the Council Chamber of the Upland City Hall.

3. AGENDA ITEMS
a. FISCAL YEAR 2025-26 PROPOSED BUDGET ADJUSTMENTS
Assistant City Manager Parker introduced Finance Manager Sullivan who presented the staff report along with a PowerPoint presentation. Assistant City Manager Parker and Finance Manager Sullivan answered questions from the Council regarding proposed reductions.
Police Chief Blanco and Development Services Director Dalquest answered questions regarding proposed cuts to the Police Department and Development Services Department.
There was discussion regarding line item reductions in several departments.
Recreation and Community Services Manager Gandara answered questions from the Council regarding proposed cuts to a holiday event.
The City Council directed staff to bring the proposed budget reductions back at the May 19, 2025 Special City Council meeting for consideration.
4. ADJOURNMENT
Mayor Velto adjourned the workshop at 4:41 p.m. The next regularly scheduled City Council meeting is Monday, April 28, 2025 at 5 p.m.
