DATE: May 19, 2025
TO: MAYOR AND CITY COUNCIL
FROM: MICHAEL BLAY, CITY MANAGER
PREPARED BY: STEPHEN PARKER, CPA, ASSISTANT CITY MANAGER
STACI SULLIVAN, FINANCE MANAGER
SUBJECT: PROPOSED ADJUSTMENTS TO THE FISCAL YEAR 2025-26 BUDGET RECOMMENDED ACTION:
It is recommended that the City Council receive and file the proposed adjustments to the Fiscal Year 2025-26 budget and provide direction.
GOAL STATEMENT
The proposed action supports the City's goal to provide fiscal stewardship for the City of Upland.
BACKGROUND
On June 10, 2024, the City Council approved Resolution No. 6779 adopting the Biennial Budget for Fiscal Years 2024-25 — 2025-26.
On November 11, 2024, the City Council received and filed the Fiscal Year 2024-25 First Quarter Budget Review.
On February 24, 2025, the City Council reviewed the cost of citywide programs to determine if any reductions in services are warranted. Staff was directed to bring back a more comprehensive and detailed list as part of the Fiscal Year 2025-26 budget process.
On March 10, 2025, the City Council received and filed the Fiscal Year 2024-25 Mid -Year Budget Review.
On April 28, 2025, the City Council considered proposed budget adjustments to the Fiscal Year budget and requested staff to return with updated revenue projections and work with departments to adjust recommended expenditure reductions.
ISSUES AND ANALYSIS
General Fund Revenue Projections
Following an updated sales tax projection from HdL Companies for Fiscal Year 2025-26, staff have reviewed the City's revenue categories to determine recommended adjustments. Other than the following proposed changes, all revenue categories are projected to remain as originally budgeted:
• Sales Tax decrease of ($1,597,493)
• Property Tax increase of $311,709
• Interest Income increase of $700,000
General Fund Proposed Adjustments
At the April 28, 2025, City Council meeting, the Finance Division presented citywide department reductions/revenue increases totaling $676,306 which would be used to offset the projected decrease in sales tax projections. Following a request by the City Council to maintain the Police Department's existing jail transportation contract, the total reductions/revenue increases are now totaling $520,726.
As the budget continues to be refined, other items have been presented that should be added or adjusted. These additional proposed adjustments are as follows:
• Upland's proportionate share of a regional homeless shelter of $225,000
• Engaging a grant consultant for an annual cost of $48,000 • Increase in postage for business license mailings of $11,000 • Addition of $120,000 for an IT Master Plan which will be funded with General Plan Reserve and Enterprise Funds
• Reduction in $300,000 in IT allocations by departments/divisions assigned to the General Fund • Reduction in banking fees projected to take effect January 2026 due to eliminating the subsidization of credit card users ($70,000)
• Usage of $200,000 set aside as a part of the FY 24-25 Mid -Year Budget Update for increased Police Department personnel costs
• Elimination of 0.25% Building Maintenance Reserve of ($157,440) o Finance Committee recommended Reserve Policy changes, including the above, will be presented at the May 27, 2025 City Council meeting
Attachment 1 includes the Budget Summary documents.
Fiscal Year 2025-26 Personnel Chances

1. Reclassify the Senior Accounting Technician position to a Principal Accounting Technician
2. Add one (1) Management Analyst I/II supporting the City Manager's Office and Finance Division responsible for grants management, capital project tracking and special projects General Fund Revenues / Expenditures

The amended General Fund expenditures were $63,094,930 and are now estimated at $62,794,970, a decrease of $299,960. The City's total net position is estimated to increase by $180,490.
Special Revenue / Enterprise Fund / Internal Service Fund Proposed Adjustments Additional requests have been made to the City's non -General Funds. These proposed adjustments are as follows:
• Addition of Police Department resources and software licenses of $175,000 o The Agreements will be presented to the City Council at the May 27, 2025 meeting • Enterprise Fund contract increases for project management services and staff augmentation of $503,851 • Enterprise Fund miscellaneous increased costs for subscriptions, auditing and maintenance of $88,500 • Gas Tax Special Revenue will be adjusted down by ($2,061,200) as it was recorded in the budget, but was not relied upon in the development of the Capital Improvement Program (CIP) planning • Usage of $200,000 set aside from Fiscal Year 2024-25 for increased UAL costs • Reduction in Enterprise Fund allocations for IT of ($29,350) • Reduction in Internal Service Fund allocations of ($113,034) Next Steps
On June 2, 2025, a budget workshop has been established for the Public Works Department to present the City Council with the updated CIP budget. Any recommended modifications by the City Council from the May 19 Workshop can also be presented at this time.
Additionally, the Assistant City Manager over Public Works is in process of evaluating the Public Works Department to right -size operations and implement best practices which will lead to improvements in service delivery and efficiency. Recommendations are being vetted internally before they are presented to the City Council as a part of the Fiscal Year 2025-26 Mid -Cycle budget. Any impact on the General Fund from these recommendations will be nominal.
On June 9, 2025, the Finance Division will present the City Council with the final Fiscal Year 2025-26 Mid -Cycle Budget for approval.
Consistent with the practice of the past five years, the second City Council meeting in June (June 23, 2025, this year) is set aside as a backup in case there are any delays in presenting a balanced budget to the City Council for approval.

The proposed action is not subject to the California Environmental Quality Act (CEQA). Section 15378 of the CEQA Guidelines defines a project subject to CEQA. The proposed action is not included within the definition of a "project" and thus is exempt.
