CALL TO ORDER AND ROLL CALL
The special meeting of the Upland City Council was called to order by Mayor Bill Velto at 5:00 p.m. in the Council Chamber of the Upland City Hall.

3. AGENDA ITEMS
a. MID -YEAR CAPITAL IMPROVEMENT PROGRAM (CIP) UPDATE AND
PROPOSED PUBLIC WORKS REORGANIZATIONAL STAFFING PLAN
At 5:44 p.m. Mayor Velto called a recess. The Council reconvened in open session at 5:46 p.m.
Assistant City Manager Arrula presented the staff report along with a PowerPoint presentation. Assistant City Manager Arrula and Public Works staff answered questions from the Council throughout the presentation, including questions regarding funding sources, the Pavement Condition Index Report, proposed pickleball/tennis courts in Memorial Park, the conditions of park parking lots, SCADA system modernization, the five year Capital Improvement Project plan, and the proposed Public Works reorganization.
4. ADJOURNMENT
Mayor Velto adjourned the workshop at 6:45 p.m. The next regularly scheduled City Council meeting is Monday, June 9, 2025.
